Summary Statement
Serves as the Criminal Intelligence and Analytical Unit Manager, overseeing and actively participating in the collection, collation, analysis, evaluation, and dissemination of crime and related data to identify emerging trends, patterns, and changes in criminal, administrative, and operational activity. Utilizes mapping, dashboards, analytical software, and other tools to produce actionable insights. Conducts research on methodologies and current practices in crime and data analysis, and develops recommendations for improvement and implementation. Supports unit effectiveness through mentorship, tool and product development, fulfillment of public records requests, and by promoting quality, consistency, and collaboration among department leadership and analytical staff.

Essential Functions
- Prioritize important short and long-term administrative and operational needs, including providing timely and accurate state and federally mandated reports; ensuring data and information integrity through ongoing quality assurance and control; supporting multi-agency initiatives; planning and preparing for future technological and analytical needs and challenges; promoting staff training and elevating overall professionalism and work products. Plan and develop the program goals, objectives, strategies, policies, and initiatives to support the overall mission and objectives of the department.
- Provide insight and data-driven recommendations in a structured and regular format to the Police Chief and command staff regarding major issues such as strategic planning, allocation of resources, policy direction, organizational structure, and program implementation. Provide leadership and manage complex research, data collection, and analysis programs that have a significant impact on the department and overall community.
- Lead a team of professionals who specialize in transforming a wide variety of information sources and systems into meaningful, actionable intelligence to address the full spectrum of public safety. Develop the analyst team with training and certification on analytical tools to assist in major investigations. Coaches and mentors staff. Champions continuous improvement, including devising new strategies and opportunities. Collaborate closely with Criminal Intelligence Unit officers and staff across the department to identify and address emergent public safety concerns.
- Establish data collection programs and data governance guidelines, ensuring they comply with legal requirements, equity considerations, and best practices. Identify opportunities and strategies for prevention, collaborate with partner agencies on related and parallel initiatives, and augment investigations and supporting successful prosecution of crimes.

Required Knowledge, Experience, And Training
- Bachelor’s Degree in Business Administration, Criminal Justice, Law Enforcement, Social Work, Sociology, Psychology, or a related field. Three years of experience in research, program planning, policy formulation, and data analysis and three years of experience supervising professional or technical staff, or an equivalent combination of education and/or experience.
- Effective supervisory and management principles and practices.
- Data visualization experience.
- Principals, practices, and methods of change management and the social, political, intergovernmental, and operational issues influencing Boise Police operations.
- Effectively communicate to a variety of audiences including elected officials, technical staff, and the public.
- To prepare clear and concise reports.
- To translate data into actionable and understandable information.
- To interpret, understand, and apply Federal, State, and local policies, procedures, laws, and regulations.
- Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations.
- Communicate effectively in the English language at a level necessary for efficient job performance.
- Complete assignments in a timely fashion.
- Understand and comply with all rules, policies, and regulations.
- Maintain prompt and regular attendance.

- Master's degree in Criminal Justice, Public Administration, or a related field.
- Ten years' prior management experience, preferably in law enforcement or a related field.
- Previous investigative or intelligence law enforcement or military experience.
- Valid state issued Driver's License
