Summary Statement

Help protect our community’s water! This position performs field inspections and administrative tasks to ensure Minor Industrial Users (MIUs) comply with the Federal Clean Water Act and local DEQ regulations related to discharges into the wastewater collection system.

Yeah, we know - that sounds like business jargon.

Here’s what you really need to know: This is a hands-on role where you’ll be out in the field (and sometimes at a desk), working with local businesses to stop harmful materials - like grease, oil, and chemicals - from entering the sewer system. You’ll collect water samples, inspect facilities, educate others, and help make sure everyone is following the rules. It’s all about protecting our environment and keeping our community’s water clean.

Required Knowledge, Experience, And Training

  • Bachelor’s degree in environmental science, natural resource management or related field
  • 3 years of experience in environmental resource protection and control and used water (wastewater) pretreatment operations supplemented by accredited courses in theories and principles of water quality sampling/water renewal (wastewater treatment) operations.

Licensing And Other Requirements

  • Valid state-issued driver's license.
  • Obtain Pretreatment Inspector Certification within six months of employment.

Essential Functions

Implements MIU inspections, samplings and monitoring programs using various analytical instrumentation and sampling equipment. Conducts on-site inspections to ensure compliance with federal and local regulations and best management practices regarding water renewal (wastewater treatment) processes and pretreatment. Develops and issues MIU general discharge permits for special conditions.

Assists with Significant Industrial User (SIU) inspections, sampling, monitoring, sewer line blockages and odor complaints and develops enforcement actions against non-compliant users. Maintains legally defensible electronic documentation of inspection, reports, findings, enforcement actions, quality assurance records, computer databases and related information.

Responds, investigates and resolves citizen stormwater hotline complaints. Educates citizens and business owners/operators regarding requirements in stormwater best management practices (BMPs) and city code. Inspects city-owned properties’ stormwater facilities and recommends maintenance when appropriate. Performs enforcement actions to bring about compliance with stormwater BMPs and city codes. Assists with inter-jurisdictional high-risk industrial stormwater inspection program.

Implements MIU inspection and monitoring programs for independent sewer districts. Provides investigation and enforcement assistance for district legal counsel as required. Conducts local limit samples and enforcement actions as required. Samples SIUs for industrial monitoring and billing purposes.

Requirements

Additional Required Knowledge, Experience, And Training

Knowledge of:; commercial and industrial processes and their impact on collection system and treatment processes; the Clean Water Act and National Pretreatment Program regulations; used water treatment and industrial pretreatment systems and technology; commercial and industrial process discharge requirements, chemistry and laboratory processes and procedures; chain-of-custody procedures during sampling activities; computer usage including related software; and environmental investigatory techniques.

Ability to:; organize and track status of projects and coordinate work with personnel, laboratories and other agencies; interpret and effectively communicate information covering federal, state and local ordinances and regulations related to the Clean Water Act and the Resource Conservation and Recovery Act to small business operators and public; read and interpret blueprints and process schematics; conduct a thorough interview and physical site inspection; evaluate manufacturing or process information and make recommendations on used water discharge pretreatment; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Three years of professional level experience in the field of water pretreatment/used water quality control environment and/or water pollution control.

Wastewater Operator I or Collections System I Certification from the State of Idaho Bureau of Occupational License.

Physical Efforts

While performing the duties of this job the employee is frequently lifting/carrying up to 50 pounds and occasionally lifting/carrying up to 20 pounds. Also, the employee is frequently pushing/pulling up to 50 pounds, occasionally pushing/pulling up to 75 pounds and rarely pushing/pulling up to 100 pounds. The noise level is occasionally moderate and rarely very loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision and distance vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical hazards. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria and chemicals.

This position works: weekends, holidays, and scheduled on call.
