Summary Statement

The City of Boise is seeking an experienced and forward-thinking IT Voice Engineer II to help support and modernize enterprise communications across the organization. This role offers the opportunity to work with a dynamic, well-structured technology team while supporting state-of-the-art voice, network, and unified communications systems citywide.

The ideal candidate brings strong hands-on experience with Cisco on-premises telephony services and is comfortable maintaining, troubleshooting, and optimizing complex voice infrastructure. This experience will be especially important in the near term as the city continues to support its existing phone environment while preparing for an upcoming migration to a modern, cloud-based telephony platform in the near future.

This position supports a wide range of city operations, with opportunities to work at diverse City of Boise locations, including the Boise Airport, police facilities, fire stations, and other sites where reliable voice services are essential. It is well suited for a skilled voice engineer who enjoys solving complex technical problems, collaborating across departments, and contributing to high-impact technology initiatives that improve communication services citywide.

Experience with cloud voice platforms, telephony modernization, or large-scale migration projects is highly valued.

This position is hybrid eligible and requires residency in the Boise metro area. Candidates must currently live in the area or be prepared to relocate at their own expense prior to employment. No relocation assistance is provided. Candidates must be legally authorized to work in the United States. Essential Functions

Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties and provides leadership, coaching, and/or mentoring to a subordinate group, as needed.

Installs and configures Internet Protocol (IP) Voice phones, network routers, public address systems, leased network and Session Initiation Protocol (SIP) trunks and other related hardware and software. Provides technical expertise for the overall network management, telephony, paging, voicemail and related systems. Provides technical analysis and support services for infrastructure projects. Analyzes and resolves network, telephony and data communications problems.

Orders, installs, configures and maintains network and voice hardware and related systems citywide. Gathers the design requirements for systems use in the telecommunications field to manage VoIP and telephony systems. Installs and configures telephony systems into the existing infrastructure citywide. Partners with city departments in planning, analyzing and implementing new network and telephony projects. Maintains and troubleshoots voice infrastructure to increase overall performance. Serves as a project and technical resource on voice and unified communication design, implementation and interconnection with other computing environments.

Performs the purchase, installation and configuration of the city’s network and telephony infrastructure. Implements new or enhanced network telephony services, conducts lab tests for new deployments within voice communication systems, and upgrades existing systems. Maintains the city’s complex enterprise voice environment. Maintains the backup voice systems and executes contingency plans.

Performs installation, configuration, oversight and maintenance of the city's complex enterprise voice system and underlying components. Installs and configures voice software as appropriate to support and maintain the complex environment.

Maintains the city's telecommunications infrastructure and sets connecting standards. Monitors the performance of the voice system and applies performance enhancements where essential, as well as maintaining the city’s dial plan, leased network and voice lines. Performs back-end software upgrades for patching, performance or feature enhancements. Manages investigations, resolving various voice and network incidents and recovering telephony services.

Monitors and analyzes the performance of the city’s unified communication systems. Creates and allocates telephony resources according to the requirements of various departments throughout the city. Projects future voice system growth and makes recommendations to ensure availability and capacity.

Researches and stays abreast of new technologies and trends through training seminars and conferences. Analyzes new technologies to find better solutions for the city’s IT operations. Meets with vendors to discuss plans and products. Creates and updates technical documentation on existing systems.

Requirements

Required Knowledge, Experience, And Training

Bachelor's degree in information technology, computer science or a related field or three to four years of progressively responsible experience providing IT network and voice system support, including two years managing a large enterprise IP telephony environment, or an equivalent combination of experience and education.

Knowledge Of

  • Installation and maintenance of enterprise-class networking and voice hardware
  • TCP/IP protocols and the OSI model, including layer 2 and 3 networking, VLANs, VRFs, multicast, SIP trunking, call routing, dial plan design and configuration, voicemail, public address systems, call center hardware, intercoms, and other related network and voice hardware
  • Computer usage including related software
  • Rack design as it relates to power distribution, cooling, hardware placement and internal wiring
  • VoIP to Cisco unified communications manager
  • All aspects of a VoIP system, from vendor circuits, routers, switches, phone servers, networking and phones.

Ability to:

  • Assist in the creation of dedicated service budgets through the year
  • Design, manage and maintain a secure and reliable LAN/WAN infrastructure
  • Lead a team through citywide projects
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Preferred Knowledge, Experience, And Training

Cisco Certified Network Associate (CCNA), and five years of experience managing an enterprise class IP voice system

Experience managing an Enterprise cloud-based IP voice system such as Zoom or WebEx

Licensing And Other Requirements

Valid state-issued driver's license.

Physical Efforts

While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds. The noise level is frequently moderate, never very loud and rarely loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision and distance vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

The work environment will include inside conditions and outdoor weather conditions.
