Essential Functions
Directly supervises assigned accounting staff by providing mentorship, coaching, and career development opportunities. Manages all aspects of personnel oversight including hiring, training, evaluations, promotions, assignments, and disciplinary actions. Establishes performance standards and fosters a culture of accountability, accuracy, and continuous improvement.
Oversees complex financial analysis, forecasting, and reporting to support City leadership in strategic planning and decision-making. Reviews and approves journal entries, reconciliations, accruals, and interfund transfers. Provides technical expertise to ensure compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and City financial policies.
Directs the preparation of the Annual Comprehensive Financial Report (ACFR) in compliance with GASB standards. Serves as a primary liaison with external auditors, ensuring timely responses, supporting documentation, and corrective action where necessary. Monitors adherence to federal, state, and local regulatory requirements and updates policies accordingly.
Serves as a functional administrator for the City’s ERP financial system, partnering with IT to manage upgrades, enhancements, and integrations. Tests and troubleshoots system functions to ensure data integrity, streamline workflows, and support automation initiatives. Provides subject matter expertise on technology solutions that improve financial reporting and efficiency.
Assists in long-range financial planning and budget development by providing analysis of revenues, expenditures, and trends. Identifies financial risks and implements internal controls and monitoring systems to safeguard City assets and maintain fiscal integrity.
Acts as a trusted advisor to City executives and department managers, providing financial insight and guidance on complex initiatives, and organizational priorities. Supports strategic planning efforts by aligning accounting practices with long-term financial sustainability and resource stewardship.

Requirements
Required Knowledge, Experience, And Training
- Must have a bachelor’s degree in accounting, Finance, Economics, or closely related field.
- 7 years of progressively responsible experience working in an accounting or finance field, including five years in governmental accounting.
- Advanced knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements; effective supervisory principles and practices. Working knowledge of integrated computerized accounting systems and software. Knowledge or experience working in ERP Systems.
- Experience collaborating with various stakeholders as a business partner to accomplish organizational goals and objectives.
- Knowledge of the inter-relationship between budget and accounting or other financially related groups.
- Apply formal and analytical techniques to the examination and development of manual and automated accounting information systems Apply GAAP in resolving problems
- Accurately perform complex mathematical calculations
- Prepare and accurately analyze both basic and complex audit work papers
- Prepare detailed fiscal reports
- Research and analyze financial data
