The City of Boise is seeking a detail-oriented and dependable professional to join our team as a Benefits and Payroll Clerk. This position is ideal for someone with strong data entry skills who enjoys accuracy-driven work and supporting employee payroll, benefits, and HR records. The successful candidate will help maintain personnel data, process payroll and benefit transactions, and support HRIS operations. Experience entering and managing data in an HRIS or HCM system is preferred.
We are hiring for limited duration positions to maintain day-to-day operations while several team members dedicate time to a large-scale ERP implementation (projected 2-5 year duration). These roles are expected to continue through the project timeline, with annual budget reviews aligned to project phases. These positions are eligible for full-time employee benefits, the same as all full-time City employees. There is potential for these roles to transition into/compete for permanent positions if openings become available.

Essential Functions
Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Is capable of performing all duties and provides team support and training, as needed.
Performs data entry and administrative support across HRIS and payroll operations. Maintains accurate personnel records and ensures compliance with applicable laws, policies, and contracts. Handles basic issues and problems and refers more complex issues to higher-level staff.
Supports payroll by entering data, running reports, reviewing deductions, and submitting correction requests. Verifies net pay and processes garnishments, including IRS and court orders. Researches payroll records to respond to requests from employees and departments.
Assists employees with benefit-related changes due to life events such as marriage, birth and separation. Obtains, tracks and follows up on documentation from employees regarding their benefit life event.
Coordinates benefit enrollment and tracking for external partners in the Boise Municipal Health Care Trust (BMHCT). Assists with elections, open enrollment, and vendor communication. Helps prepare monthly invoices.

Requirements
Required Knowledge, Experience, And Training
High school diploma or equivalent and two years of experience within an automated payroll processing environment, automated timekeeping system, HRIS or any complex systems coordinating employee data actions, or an equivalent combination of education and/or experience.
Knowledge of:
- HRIS platforms and employee data management
- Benefit administration laws, policies, and procedures
- Payroll processes, rules, regulations and policies
- Timekeeping systems
- Federal and state wage and hour laws
- Basic data reporting concepts (e.g., data warehouse or BI tools)
- Common office and HR software (e.g., spreadsheets, databases).
Ability to:
- Organize and manage work to meet strict deadlines while maintaining accurate and detailed payroll and employee records
- Coordinate and enter data efficiently across complex HRIS, payroll, accounting, and related systems
- Accurately prepare payroll, tax, and benefits reports
- Communicate effectively in the English language at a level necessary for efficient job performance
- Display a cooperative attitude and work harmoniously with all levels of city employees and the public
- Understand and comply with all rules, policies, and regulations
- Maintain prompt and regular attendance
- Perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
Preferred Knowledge, Experience, And Training
Three years of direct HRIS maintenance experience with at least two years of experience working with employee benefits and/or Human Capital Management (HCM) system experience.
