Salary Range: $33.9368 - $45.4517/hour. Salary reflects Step 1 and Step 7 of a 7-step pay scale. Salary at hiring will be dependent upon applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m. with occasional overtime required.
Job Summary:
Under direction, to supervise, assign, review and participate in the work of staff responsible for providing transit vehicle and facility maintenance services within the Transit Division and to perform a variety of technical tasks relative to assigned area of responsibility.
Scope of Responsibility:
Incumbents have a high degree of understanding of department or functional operations and are able to work with considerable initiative. Under management guidance, incumbents administer city rules and procedures within set limits. Work product has a noticeable impact on departmental operations with moderate impact on the overall organization. Incumbents have frequent interaction with staff, co-workers, customers and vendors to provide detailed procedures, respond to technical questions, and ensure service delivery. Incumbents provide supervision and training to all lower level support staff.
Supervision
- Participate in the selection of transit staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Plan, prioritize, assign, supervise and review the work of staff within the Transit Division responsible for providing transit vehicle and facility maintenance services.
- Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing transit maintenance services; implement policies and procedures.
- Inspect and verify work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
Facility and Fleet Maintenance
- Oversee fleet and facility maintenance to ensure efficient, reliable, and safe operation; inspect equipment failures.
- Monitor and track contract and warranty compliance including labor and parts billing as necessary.
- Identify opportunities for improving methods and procedures; assist in and recommend changes to personnel and operations policy; review with appropriate management staff; implement improvements.
- Manage fleet and facility maintenance operations; schedule and prioritize work and personnel.
- Plan and layout work projects; prepare time, materials, and equipment estimates for jobs assigned; requisition materials and other items as required; order parts as necessary and ensure parts ordered are received in a timely fashion; select appropriate equipment and material to complete the work according to specifications, verbal instructions, and established procedures; adapt equipment and materials to meet specific requirements of the work to be accomplished.
- Recommend and request purchases of equipment, fuel, parts, and other items necessary for fleet and facility maintenance; assist in the development and maintenance of the Division Transit Asset Management Plan.
- Administer the MET's inventory system for vehicles, equipment, furniture, property, tools, computers, and other specified items.
- Actively manage fleet and facility parts and consumables inventories; maintains adequate inventory stocks as necessary; return and request reimbursement for unused items; perform annual inventory benchmarks and regular cycle counts.
- Assist in creating specifications for all vehicles/rolling stock, building systems, and related technology in compliance with federal/state/local guidelines; assist in or manage procurements as assigned.
- Assist in the management, operation, and maintenance of technology systems and equipment.
- Assist in investigation of related accidents and incidents; track insurance claims in conjunction with city administration; recommend and implement mitigations and corrective actions.
- Assist in the creation and management of the Transportation Agency Safety Plan in relation to fleet and facilities; coordinate and implement safety regulations and plans in accordance with EPA, workers compensation, DOT, OSHA, FTA, and City policies; conduct federally mandated safety training; identify and address safety issues; recommend and purchase safety materials; participate in assigned Safety Committees.
- Assist with management of division communications systems; coordinate annual radio and communications device preventive maintenance program, repairs and installation of equipment.
- Fill in for the transit operations positions as needed.
Administrative
- Participate in the preparation and administration of the Transit & Paratransit Division budgets; submit budget recommendations; monitor expenditures; requisition materials; approve purchases.
- Maintain records and prepare various departmental, state and federal reports on operations and activities including (but not limited to) fuel usage, mileage, employee payroll and attendance, and equipment maintenance; assist in National Transit Database Reporting and FTA Triennial Reviews; develop reporting and tracking tools as necessary including spreadsheet creation and management.
- Participate in citywide Equipment Replacement Committee.
Performs other duties as assigned.
Required Skills/Qualifications:
- Bachelor’s degree in Business or Public Administration, Transportation or Automotive Management, Fleet or Facility Management and Maintenance, or a related field
- Three (3) or more years of combined education and experience in Business or Public Administration, Transportation or Automotive Management, Fleet or Facility Management and Maintenance, or a related field
OR
- A combined seven (7) or more years of education and experience in Business or Public Administration, Transportation or Automotive Management, Fleet or Facility Management and Maintenance, or a related field
AND
- Two (2) or more years of supervisory experience
- Proficient in the use of personal computers and software including Microsoft Office programs (Word, Excel, PowerPoint, etc.)
- Strong writing, editing, organizational and interpersonal skills
- Knowledge of fleet and facility systems
- A commercial driver’s license, Class B, Type 2 with airbrake and a passenger endorsement is required for this position or the ability to obtain within ninety (90) days of hire; must hold a valid Medical Examiner’s Card (MEC) at time of hire.
- Must be able to successfully pass a pre-employment drug test, and a Federal and State criminal history background check, and driving records check.
Preferred Skills/Qualifications:
- Experience with city government, state and federal regulations, and compliance
- Knowledge of transit operations and regulations
- Experience with maintenance programs, systems and software
Physical Demands & Working Conditions:
Work is primarily indoors in a normal office environment with occasional field visits. Intermittent physical effort involving lifting 40 pounds or less is required. Work requires high attention to detail or deadlines or deadlines between 45% and 70% of the time. Exposure to one disagreeable element present in moderate intensity less than 15% of the time. Driving will be occasionally required. All safety sensitive personnel are subject to random drug and alcohol testing as required by the Federal Transit Administration and the City of Billings.
