The City of Billings is seeking a Planner I to perform a variety of duties including responsibility for assistance with current, long range and transportation planning activities, including subdivision review and processing, building plan review, zoning permit, zone change, special review, and variance review and processing. The position participates as a member of special staff working groups on current planning, long range planning, and transportation planning projects. This position also meets with community and civic groups and makes presentations to governing boards.
Salary Range: $31.6513 - $42.3850 per hour. Salary reflects Step 1 and Step 7 of a 7-step pay scale. Salary at hiring will be dependent upon applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., with occasional evening or weekend meetings.

Essential Duties and Responsibilities may include but are not limited to:
- Provide general customer service regarding planning requests to the public, city and county departments, governing agencies and the business community.
- Respond to customer inquiries regarding codes, laws and ordinances.
- Respond to questions, complaints and inquiries as appropriate on the phone, via email and in person at the counter.
- Follow up with customers regarding required information and ensure information is obtained.
- Forward questions or concerns to appropriate staff when additional assistance is needed.
- Participate in customer service counter coverage as a primary duty.
- Receive and process land use applications, inquiries.
- Perform site inspections for applications and generate staff reports to the governing body, including maps, digital photos, tables and mailing lists for the public.
- Make presentations to advisory boards and governing bodies.
- Review various other permit requests such as temporary use, fence and sign permits.
- Notify appropriate personnel and the customers when the application process is complete.
- Ensure the application complies with appropriate rules and regulations.
- Research and write recommendations for changes and improvements to land use codes.
- Coordinate activities with other City and County departments and divisions including Building, Engineering, Police, Fire, Public Works and Administration.
- Maintain files and records related to land use applications and permits.
- Prepare a variety of written reports, memoranda and correspondence.
- Input and retrieve a variety of information using GIS, Innoprise, and internet sources.
- Research, compile and distribute information for a variety of planning efforts including, but not limited to long range planning documents which may include growth policies, neighborhood or sub area planning documents.
- Participate in public meetings.
- Gather and analyze data.
- Prepare and present recommendations to advisory boards and governing bodies.
- Research and compile information and data as requested for current, long range and transportation planning.
- Perform other duties as assigned.
- Four (4) year degree from an accredited college or university with major course work in geography, urban/rural planning or a related field.
- Minimum of one (1) year of related work experience in government or private sector planning; OR
- A minimum of four (4) years' experience in government or private sector planning.
