GENERAL SUMMARY:

Under the direct supervision of the Manager of Information Technology, the IT Analyst will be responsible for designing, installing, configuring, maintaining and upgrading Bettendorf’s City-wide communication network, in conjunction with other IT Analysts. The City network system includes all data and voice communications operating on media including fiber optic cabling, copper and radio frequency (RF). IT Analyst will be assigned to specific areas of concentration and cross-trained in other areas. Specific areas of assignment include, but are not limited to, any combination of the following categories: CISCO networking equipment; PC hardware and software; network backbone & file servers; telecommunications; user training & support; disaster planning & recovery, and cyber security.


ESSENTIAL JOB FUNCTIONS:

  • Designs, installs, configures, maintains and upgrades the city-wide communication network for all data and voice systems operating on fiber optic cabling, copper and radio frequency (RF). The network system supports all hardware and software associated with, but not limited to: CISCO networking equipment; camera systems; payment systems; AVL; protable & mobile radios, cellular phones and computerized traffic control
  • Assists the IT Manager in ensuring that the City’s IT resources are managed in a manner that achieves the City’s mission and other priorities established by management and the City Council.
  • Effectively communicates and collaborates with users to solve issues and use technology Solutions to increase operational efficiencies and reduce costs.
  • Assists the IT Manager in determining proper hardware and software to accomplish user departmental objectives and in coordinating the purchase of all hardware and software. Works with selected vendors to identify and resolve network system hardware and software deficiencies.
  • Ensures that all systems are properly backed up in conjunction with the City’s disaster recovery plan. Assists in response to emergency IT situations and takes corrective action when necessary.
  • Trains or coordinates training for city personnel in the use of the network systems, cyber security best practices, and the software appropriate for their unique applications.
  • Assists the IT Manager in developing and implementing the IT strategic plan.
  • Assists the IT Manager in developing the annual capital budget requests for the city-wide network system.
  • Develops custom application programming, as needed.
  • Researches, evaluates and tests new technologies in hardware/software for possible network use.
  • Coordinates special projects, as directed by the Manager of Information Technology.
  • Performs other duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Education/Experience:

Requires a bachelor’s degree in computer science or related field and 2 to 3 years experience or 7 years of progressive network experience, including designing, installing, configuring, maintaining and upgrading voice and data network systems. Minimum 6 months working experience is required in at least two of the following areas: Microsoft Exchange Server, Microsoft Windows Server, Microsoft SQL Server, CISCO Networking Equipment, telecommunications, ESRI products and/or higher-level programming, PC hardware and software. CISCO and/or Microsoft Certifications are preferred.


Interpersonal Skills:

Requires the interpersonal skills necessary to effectively communicate and receive feedback with a wide variety of City employees, computer users, vendors and public officials. Must be an effective team player. Must have the ability to ask probing questions to understand the needs of users and departments. Requires ability to work independently and make good judgment decisions.


Analytical Abilities:

A high level of problem solving skills is required; problems encountered are technically and/or administratively complex. A lack of precedents will necessitate the development of creative solutions to problems.


Working Conditions:

Requires the ability to work within a normal office environment. Normal work shift: 40 hours/Monday – Friday, 8:00 a.m. – 5:00 p.m., or as established by the IT Manager. May be required to periodically work irregular, extended or off shift hours.


Physical Effort:

Requires lifting, moving, loading or positioning materials weighing up to 40 lbs. Stooping and bending.

Reports to: Manager, Information Technology

Supervises: Job is not responsible for the supervision of other employees
