Job Summary
The Land Use Division is looking for a customer-focused Code Compliance Officer to join our Code Compliance team within the Development Services Department. Do you have a passion for public service? The Code Compliance Officer performs a variety of technical and specialized duties in support of the City’s code enforcement function. The work requires initiative, independent judgement, and the ability to build an extensive working knowledge of the city’s codes and standards. Under the direction of the Code Compliance Supervisor, you will be a member of a team of experienced Code Compliance Officers. Bellevue Code Officers coordinate the compliance and enforcement of a variety of regulatory requirements through the investigation and resolution of complaints while maintaining a professional, pleasant, and cooperative attitude and displaying patience and flexibility.

A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. A Code Compliance Officer performs duties and responsibilities which may include any combination of the following tasks:
Code Officer Functions
- Timely responds to complaints of potential code violations.
- Acts as Duty Officer, performing intake and screening of new complaints and answering questions from internal and external customers.
- conducts field investigations, gathers evidence, and talks with complainants, witnesses, potential violators, using proper techniques and protocols.
- Performs in-office research.
- Communicates effectively and respectfully, including practicing active listening and giving space, time and courtesy to other participants.
- Read, understand, and explain code requirements and regulations.
- Appropriately consults with land use planners, building inspectors and plan reviewers, and other staff.
- Works collaboratively with others.
- Maintains thorough and complete logs and records related to inspection and enforcement activities.
- Monitors cases for compliance with requested or required timelines, and promptly acts when needed.
- Compares facts to code requirements to make sound findings and determinations regarding violations, corrections, and compliance.
- Regularly updates supervisor on status and progress of active cases.
- Prepares suggestions and recommendations for code interpretation, amendments, and additions to codes or regulations.
- Prepares and issues warnings, letters, correction notices, requests for voluntary compliance, notices of civil violation, staff report.
- Presents and testifies at administrative hearings.
- Assists, debriefs, and supports the City Attorney’s Office for enforcement cases appealed or brought to superior court.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Graduation from an accredited four-year college or university
- Three or more years of progressively responsible related experience
- Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
- Working knowledge of applicable laws, standards and regulations relating to various land use, nuisance, and public safety codes and of inspection techniques.
Skills and Abilities include:
- The ability to prepare, organize and maintain inspection field data reports and systems.
- Organization and writing of detailed staff reports using strong writing skills to communicate enforcement actions and recommendations to a wide audience.
- The ability to manage complex assignments independently and make decisions or recommend course of action for consideration.
- Establish and maintain good working relationships with both internal and external customers.
- Work in a team environment.
- Ability to work in a stressful environment and maintain composure in trying circumstances.
- Positively represent the City of Bellevue with a wide variety of customers and interest groups.
- Code enforcement principles, practices, and methods as applicable to a municipal setting
- Working knowledge of applicable laws, standards and regulations relating to various land use, nuisance, and public safety codes and of inspection techniques.
