The City of Barron is seeking a full-time Utility Clerk. In this position, the Utility Clerk will perform cashiering, billing, collections, and receive the public. This position will serve as the main point of contact for the Utility’s customers, always treating customers in a professional and courteous manner while maintaining confidentiality and accurate records. This position will follow Utility policies as well as rules and regulations set forth by the Public Service Commission, Wisconsin Administrative code and other governing bodies. Personal characteristics of integrity, leadership, problem solving skills, excellent communication skills, confidentiality and commitment to public service are essential.

Examples of Job Duties and Responsibilities

· Provide counter staffing, greeting customers and the public – Welcome new customers, taking applications and setting customers up in the billing system and MyAccount, taking payments, enrolling customers in ACH, providing them with appropriate information, assisting window customers with inquiries and/or complaints.

· Answer telephone system – Be able to provide customers answers to questions on accounts, consumption, billing related concerns, and referring calls to appropriate departments and staff.

· Prepare monthly utility bills for electric, water, sewer, stormwater and other utility services – Check all data input and output reports for out-of-range readings, variances and accuracy that would require further investigation. Prepare and upload bill inserts and bill messages to mailing service website to be included with utility bills. Process and generate ACH file to be submitted to the bank, and once processed posting to customer accounts.

· Maintenance of Records – Maintain cross connection records, customer records, monthly PCAC, billing system rates and adjustments. Process start, stop and transfer move orders, issuing and calculating, first and final bills. Receive notice of returned payments, reverse payments on customer accounts and assess the correct NSF charge. Notify customers as needed.

· Entry of customer payments – Process payments received by customer counter via walk-ins, mail, drop-box, ACH, Wire and other methods.

· Coordinate with the Energy Assistance Services representatives – Serve as main point of contact in administering information requested for customer accounts and payments received for customers under program. Apply assistance to the proper accounts following state guidelines and utility procedures.

· Monitoring of Utility Accounts – Review daily reports for high usage and notify staff or customers as appropriate. Review usage reports and transfer customers between rate classes as specified by the rates on file with the Public Service Commission.

· Pursue collection of delinquent utility accounts – Send out past due notices on all final and current customers that have not paid their bill. Send out monthly disconnection notices for delinquent accounts. Negotiate payment arrangements with customers per utility and PSC guidelines. Monitor payment arrangements. Work with customers on payment arrangements for past due balances. Manage the landlord notification process for delinquent utilities.

· Set up and monitor customers on budget billing – Review budget amounts and payments in accordance with Wisconsin Administrative Code.

Required Knowledge, Skills, Experience and Training

· Excellent knowledge of computer operations and data base systems. Able to accurately enter customer data and Experience with NorthStar Billing, Civic Systems Caselle, Simens Gridscale X, and IBM Cognos analytics software is preferred.

· Organization skills and knowledge of clerical methods in keeping accurate fiscal accounts and records.

· Strong ability to deal tactfully and courteously with the public.

· General utility knowledge needed to recognize incorrect readings or account variables.

· Associates degree and/or three years of professional experience in a utility setting preferred.

· Must have the ability to work independently while handling distractions and managing multiple projects at the same time.

· Other duties as required, or assigned by management.
