What are the responsibilities and job description for the Clerk/Treasurer position at City of Barron?
The City of Barron is seeking a full-time City Clerk/Treasurer. Barron operates under a six-member Council, Mayor, and City Administrator, and operates City functions, as well as water, sewer and electric utilities.
The City Clerk/Treasurer shall be responsible for performing routine and complex financial, clerical, secretarial, administrative, and statutory duties as required by Wis.Stat.§62.09(9) and 62.09(11). Personal characteristics of integrity, leadership, problem solving skills, excellent communication skills, confidentiality and commitment to public service are essential.
Examples of Duties, Knowledge and Skills
· Attends and transcribes all City Council meeting minutes and ensures retention of minutes.
· Administers licensing for the City, including liquor, tobacco and other various licenses.
· Administers elections, including maintenance of voter information and required reporting. The City currently uses Badger Books for election administration.
· Maintains the Wisconsin Statewide Voter Registration System (Wisvote) to include voter records, absentee applications, election setup, and candidate information, creates poll lists and other various lists and reports.
· Recruits and trains election workers, tracks training and ensures chief election inspectors remain certified by state statute to run the polls.
· Administers oaths of office.
· Administers the cemetery deed process and keeping of cemetery records, in conjunction with the cemetery sexton.
· Coordinates the assessment and Board of Review process, including providing information to the public and administering the Board of Review meetings.
· Maintains the City’s Municipal Code.
· Assists City Administrator with the annual budget, investment portfolio, cash flow, and special assessments, etc.
· Responsible for preparation and distribution of the tax roll, tax collection, and related State and Federal reporting and assistance to the City Assessor.
· Processes and maintains invoicing records and collection.
Minimum Requirements
· Associates degree and/or minimum three years of professional experience in a municipal government preferred.
· Certification from Wisconsin Municipal Clerk’s Association desired, or ability to obtain within two years.
· Training from the Wisconsin Elections Commission on election administration and WISVOTE preferred.
· Notary public or ability to obtain certification within 6 months.
