Job Purpose/Summary
Under the general direction of the Deputy Finance Director, performs a full range of complex, professional accounting and financial analysis in the preparation and maintenance of the City's financial records, reports and systems; provides a basis for sound operational and financial planning through financial review, analysis, monitoring, reconciliation and maintenance of assigned financial accounts, programs and activities; and performs related duties as assigned.

Essential Functions

- Performs complex and technical accounting work in the maintenance and analysis of records of revenues, expenditures and special program/project funds; prepares analyses, schedules, summaries, journal entries and reconciliations to produce accurate periodic financial reports in accordance with GAAP.
- Performs warrant review activities; ensures proper accounting for purchase requisitions, invoices, claims, fixed assets and sales tax accruals.
- Performs grant financial administration, monitoring, and reporting; coordinates with other department program managers and the grant manager to gather grant information, update grant records, research information, and provide financial data to aid program managers in managing their grants. Prepares the Schedule of Expenditures of Federal Awards (SEFA) for annual Single Audit.
- Serves as liaison with accounting and fiscal personnel from other departments by responding to questions and issues; monitors department’s budgets and expenditures.
- Participates in the development of the City’s annual comprehensive budget; ensures that the development of the City’s annual budget adheres to established accounting procedures.
- Reconciles a variety of financial ledgers and records; participate in the compilation and preparation of financial statements, general and subsidiary ledgers and supporting schedules; researches and resolves discrepancies.
- Prepares a variety of financial statistical reports related to various City accounts, fixed assets and spending practices; conducts month and year end closing duties.
- Reviews and reconciles monthly bank statements and cash receipts to the general ledger. Maintains a variety of City accounts including subsidiary accounts, investment accounts and grant accounts; prepare cash transfers and loans between funds and accounts; ensures all activities are in compliance with accounting principles and standards

- Participates in the development of the City’s biennial comprehensive budget; ensures that the development of the City’s budget adheres to established accounting procedures. Performs duties in monitoring the City budget; ensures proper authorization and journaled transactions; tracks expenditures and resolves discrepancies; provides assistance to City departments in budget preparation
- Participate in the inventory of the City’s electric, water, wastewater, and fleet divisions and operations.
- Oversee the submission of financial and accounting reports required by outside agencies; answer related questions as needed.
- Coordinates and assists with annual and special audits; prepares audit schedules; analyzes, reconciles and prepares revenue and expenditure accounts and prepares year-end adjusting entries, accruals and closing entries. May act as a lead accountant in the audit of City financial records, statements and reports.
- Provides guidance to other accounting support staff in performing accounting entries; works directly with staff from other departments to resolve technical accounting issues and problems.
- Monitor program compliance with laws, rules and regulations governing municipal accounting and public finance services.
- Maintain awareness of new development in the fields of municipal accounting and public finance; incorporate new development as appropriate into programs.

Bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business administration or a related field. Three years of professional level accounting experience. Experience in governmental accounting is highly desirable.
ADDITIONAL REQUIREMENTS
- Valid California State driver’s license is required.
- Successful completion of a pre-employment background check is required.
The regular work schedule is generally Monday through Friday. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. May require maintaining physical condition necessary for sitting; occasional walking and standing. May be required to lift and/or carry materials, equipment and/or items weighing up to 15 pounds.

While performing the duties of this job, the employee is frequently required to walk, sit, talk, and hear. The employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms.
