REPRESENTATIVE DUTIES:
- Manages the Building Permit Counter.
- Liaison to customers and City departments involved in the development and permitting process.
- Collects the appropriate application forms, plans, and supplemental materials needed for permit process issues invoices for fees required for permits.
- Calculates, assesses, and collects various fees prior, during, and after to final approval of building permits and inspections.
- Processing of building permits associated with residential, commercial, and miscellaneous uses.
- Enters permit data into the City’s web-based permitting and inspection software (e.g., SmartGov®).
- Prints permit forms and gathers necessary signatures.
- Schedules inspections.
- Ensures completion of permit documentation.
- Provides information to customers regarding the requirements needed to receive a building permit (or permits) from the City.
- Coordinate with the Planning Division to verify zoning and land use requirements.
- Explains and answers questions relating to the permit process.
- Performs other duties as assigned or required

- Knowledge of applicable city, county, state, and federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- Knowledge of the City's and the Department's policies and procedures.
- Knowledge of file and records management principles.
- Knowledge of customer service techniques and concepts.
- Knowledge of basic mathematical computations.
- Establish and maintain effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning
- Read, understand, interpret, and apply relevant city, county, state and Federal statues, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
- Work with an online based permitting software such as Smart Gov, Acella, Permits Plus, LMS ,or similar platform.
- Experience in calculating, assessing, and collection application, permit, and impact fees.
- Assess and prioritize multiple tasks, projects and/or demands.
- Work within deadlines to complete projects and assignments.
- Operate a personal computer utilizing a variety of software applications.
A high school diploma or GED AND a minimum of one (1) year of customer service experience.
PREFERRED QUALIFICATIONS:
- A Bachelor’s Degree in Management, Business Administration, Accounting, Finance, or similar degree or combination of education
- Certificate in Urban Planning, GIS, and/or Management
- 3-5 years of public sector experience
- Must possess or ability to obtain a valid class "C" California driver's license within thirty (30) days of appointment.

Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Salary : $53,019 - $71,739
