Job Summary

The Data Analytics Lead (Operations Manager II) serves as a principal data practitioner within Office of Performance and Innovation (OPI), responsible for navigating complex city datasets, surfacing actionable insights, and partnering with operational teams to solve real problems through data. This role combines hands-on data investigation, rapid exploration, and strong stakeholder collaboration to drive Baltimore's data-informed decision-making. A successful candidate should feel equally comfortable sitting with staff to understand operations as they are diving into the underlying data. Reporting to the Deputy Chief Data Officer, the Data Analytics Lead works closely with OPI’s data engineers, data scientists, and Citistat analysts as well as decision makers and data practitioners across agencies. This position leads efforts to understand patterns in city data, connect findings to operational realities, and translate complex information into clear guidance for stakeholders. The role also provides analytical support to agencies and their data staff.

Essential Functions

  • Investigate and analyze complex, messy city datasets to extract meaningful patterns, trends, and insights that inform operational decisions.
  • Partner closely with city stakeholders to understand their questions, frame analytical problems, and rapidly prototype data-driven solutions.
  • Develop deep familiarity with city program operations, service delivery workflows, and agency priorities in order to contextualize data findings and identify meaningful opportunities for improvement.
  • Build and maintain data workflows, exploratory tools, and reusable analytical assets that enable OPI and partner teams to work more effectively with data.
  • Apply iterative, Agile-style approaches to analytical work: moving quickly, learning from stakeholder feedback, and refining solutions continuously.
  • Develop and maintain documentation of data assets, analytical approaches, and findings to support organizational learning and repeatability.
  • Serve as a data subject matter expert, representing the team in data discussions and contributing to citywide data initiatives.
  • Ability to build trust with operational and program staff, ask the right questions, and develop working knowledge of how city services function.
  • Perform other related duties as assigned to support OPI’s mission and innovation agenda.

Minimum Qualifications

Education: Have a bachelor's degree in data science, statistics, economics, natural sciences, or other data-heavy discipline. Candidates with graduate degrees where data investigation and analysis were central to their research are encouraged to apply.

AND

Experience: Have at least five (5) years of experience in applied data science and data analysis, with a proven track record investigating complex datasets and delivering actionable insights.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, And Abilities

  • Advanced proficiency in exploratory data analysis, with the ability to navigate large, complex, and imperfect datasets to surface meaningful findings.
  • Strong skills in Python, R, SQL, and data visualization tools, with experience building analytical workflows and reusable data assets.
  • Comfort working in technical environments, including version control, command-line tools, and collaborative development workflows.
  • Ability to work closely with non-technical stakeholders to frame questions, communicate findings clearly, and translate data into operational guidance.
  • Ability to communicate complex data via narrative and visualizations.
  • Experience with rapid prototyping and iterative analytical approaches, prioritizing speed-to-insight and practical impact over methodological formality.
  • Familiarity with data integration, data quality assessment, and working across disparate or disconnected data sources.
  • Self-starter with a commitment to continuous learning, stakeholder partnership, and delivering tangible impact through data.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
