General Description

This is a hybrid employment and labor litigation and legislative/policy attorney.

With respect to employment and labor litigation, the ideal candidate should have at least ten (10) years of employment and/or labor advice and counsel and defensive litigation experience in state and federal courts, including appellate work. There is a preference for a candidate that has first and/or second chair trial experience and experience working with as part of a team and independently. The applicant should also be capable of handling administrative personnel matters, investigations, administrative position statements, and matters during all stages of litigation including discovery, depositions and mediation or alternative dispute resolution. This attorney may also represent and staff various City boards and/or advisory groups and committees.

With respect to legislation and policy, the attorney’s responsibilities will also include: (i) supporting senior attorneys with legislative and policy-related work and projects for all divisions and practice groups within the Department of Law; (ii) providing legal advice and counsel, (iii) negotiating, drafting, reviewing, and revising agreements, legislation and public statements, and (iv) assessing, drafting and revising policies. A key aspect of this role is the ability to apply legal advice effectively to the issues presented by clients, to act in a responsive manner, take time to listen and understand clients’ needs and the complexities of the situation and assure that legal advice, counseling, and drafting is aligned with the City of Atlanta Municipal Code and other applicable laws. The attorney will play a critical role in collaborating with other members of the City’s Department of Law as the areas covered may have impact in other operational areas of City. Thus, this attorney should have a keen interest in legislation, governance, and policy.

The Attorney in this position will have extensive contact with Atlanta City Council, Executive Offices under the Mayor’s Office, multiple City Departments and the governing bodies of several other municipalities.

Applicants must possess strong written and oral communication skills, analytical skills, sound judgment, professionalism and the interpersonal skills necessary to contribute to both a litigation team and legislative team handling complex legal matters in a fast-paced environment. Experience drafting, researching, and reviewing legislation is a plus.

Minimum Qualifications

Education and Experience: Juris Doctorate degree required. Must be a member of good standing with the State Bar of Georgia. Must have at least at least ten (10) years of post-graduate legal experience.

Preferred Qualifications

Experience in municipal, county, state, and/or constitutional law; employment defense; investigations; policy and governance, and legislation.

Important: This position encompasses a hybrid mix of work responsibilities; however, the duties are not intended to be performed in a 50/50 ratio, and the hybrid nature of this role does not imply an equal distribution of responsibilities and/or split of tasks across its functional areas. The proportion of time dedicated to each function and workload distribution will be determined by program demands, evolving business needs, organizational priorities, operational needs, and departmental requirements.

The role reports to the Deputy City Attorney for Operations

Work Schedule

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work. This position may require evening work related to board representation.
