The City of Asheville is seeking qualified applicants for the position of Facilities Division Manager in the Capital Management department. This department is responsible for maintaining and improving 100 structures or facilities at over 50 sites, the equivalent of 1 million square feet, with the oldest building having being erected in 1924. This role oversees and supports the division and staff that maintain and repair of City infrastructure.

Leadership responsibilities: Supervises, directs, and evaluates assigned staff: plans, directs and reviews work of individuals and the team; processes employee concerns and problems and counsels as appropriate; recommends discipline, disciplinary actions, or discharge; completes employee performance appraisals and salary increases; participates in interviews and makes hiring recommendations; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Leads the facilities construction and improvement project portfolio. Authors project charts and assigns the project to the appropriate project manager, whether employed or contracted. Ensures that assigned projects meet the scope, schedule and budget constraints. Ensures ongoing effective operation of the built environment for all City facilities and improvements, including all subordinate utilities and systems.
Monitors and evaluates the status and health of equipment and systems within the City’s facilities inventory using the City’s facilities management toolkit, including but not limited to the building automation system (BAS), computerized maintenance management system (CMMS), and enterprise resource planner (ERP).
Marshal resources and effort to optimize expected useful life of equipment and systems within the City’s facilities inventory to ensure continuous service delivery through normal and emergent circumstances. Consults with the City’s Emergency Management processes and teams.
Establish and maintain procedures for the allocation of facilities space and resources. Facilitates the transfer of facilities space and resources between work groups according to need and availability. Recommends the location/placement and allocated space for work groups as part of larger strategic initiatives.
Develops and maintains strategic planning documentation used to guide decisions, work and timelines. Examples include but are not limited to the Facilities Strategic Plan and Real Estate Master Plan.
Collaborates with internal and external stakeholders to gather and aggregate requirements for the City’s facilities resources. Evaluates operational details and data to validate requirements and contest or modify those requirements as necessary.
Evaluates and selects the most appropriate mechanism to meet the requirements of design, site assessment, construction and improvement projects. Develops contracting criteria and evaluates vendors for suitability for project portfolio.
Manages and prioritizes the facilities work portfolio, making necessary trade-offs due to resource limitations. Advises departmental leaders on trade-offs, particularly for project work that overlaps with operational decision-making in those other departments.
Bachelor’s Degree in Architecture, Engineering, or other field related to the area of assignment; supplemented by five (5) years of experience in project management, landscape architecture, space utilization and planning, or other field related to area of assignment, to include lead or supervisory experience leading a facilities team, to include both trades and professional roles; three (3) years of experience managing a multi-site facilities portfolio for an institution, organization or governmental body; experience managing a multi-tenant facility or set of facilities including demonstrated experience leading complex projects for occupied facilities; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid North Carolina driver’s license.
Preferred education & experience: Post-secondary education in Architecture, Architectural, Mechanical, Electrical or Civil Engineering, or Facilities Management; Certified Facility Manager (CFM) credential from the International Facility Management Association (IFMA); Professional Engineer or Registered Architect license or certification; experience managing or leading a space utilization function or process; experience working in or with a Building Automation System (BAS) such as JCI Metasys, or Tridium Niagra.
