Salary:

Under general direction, manages the operation, maintenance, and promotion of the Handitran division in order to provide efficient, accessible, and safe transport services. Plans, organizes, directs, and oversees the administrative and operational functions of the Handitran division; formulates policies, establishes objectives and assures implementation for the division.ESSENTIAL JOB FUNCTIONS:
1. Ability to prepare the annual budget and other financial documents; determines and recommends operational and capital expenditures; implements and administers the approved budget; develops long-range plans and programs for the Handitran division; evaluates capital needs and recommends vehicle and facility replacement.
2. Ability to serve as the City's representative and represents Handitran before local, state, and federal agencies or other public groups; provides information and consultation to the City Council in matters pertaining to the programs and services of the system. Ability to manage outside contracts including the coordination of transit service plans, compliance with contract specifications, management of contract spending, and maintenance of customer service and performance levels.
3. Ability to interpret federal and state legislation and regulations pertinent to the operation and administration of the system. Ability to plan, implement, manage, and evaluate transit projects; establish guidelines and minimum standards for various transit projects; implement capital acquisitions, and establish reporting and oversight procedures for transit projects.
4. Ability to prepares grant applications for federal, state, and local funds and administers grants received per funding requirements. Ensures that Handitran is operated in conformity with local, state, and federal regulations; implements changes to Handitran guidelines and minimum standards, identifies and resolves operational problems and responds appropriately to emergency situations.
5. Ability to analyze client needs and trends in transit services for the elderly and disabled, and identify new techniques and strategies for improved service provision.
OTHER JOB FUNCTIONS:
1. Ability to plan, direct, monitor and provide management oversight for Water Treatment, Laboratory Services, and Water Resource Services activities. Provides management of personnel including hiring, performance evaluations, discipline, rulemaking, safety assurance, and other duties supporting a team environment.
2. Ability to plan, direct and monitor preparation and implementation of annual operating budget and capital improvement projects for Water Treatment, Laboratory Services, and Water Resource Services
3. Ability to plan and implement actions that ensure meeting all regulatory requirements for water treatment, production, pretreatment, watershed management, and laboratory services.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of local, state and federal laws and regulations governing public transit operations.
Knowledge of modes and techniques of transporting the public.
Knowledge of local, state and federal budget, grant, billing, and statistical reporting requirements and regulations.
Knowledge of specialized equipment and vehicles used in the transporting of the public.
Knowledge of preparation, implementation, monitoring, and reporting of federal and state grants.
Knowledge of service contract development, management and monitoring. Knowledge of advanced accounting principles, budgeting, grant formula funding, etc.
Knowledge of development of bid specifications and contract negotiation techniques.
Knowledge of Intellegent Transportation Systems (ITS) and their operational management.
Skill in making independent judgement and decisions.
Skill in communicating with other City employees and the public by oral and written means.
Skill in supervising, developing and coordinating training activities for employees.
Skill in developing solutions to problems and in evaluating courses of action to reach appropriate decisions or solutions.
Skill in establishing and maintaining effective working relationships with departmental officials, community groups, employees and their representative, and the public.
Ability to supervise, plan and evaluate work assignments for transit staff. Ability to receive detailed information through oral and written communication and make fine discriminations in sound.
Ability to operate a variety of office equipment including, but not limited to, personal computer, telephone and facsimile.
Qualifying Education and Experience:
Bachelor's Degree in Business Administration, Management, Planning or any related field.
Two of those years must be supervisory experience in a similar environment.
Preferred Education and Experience:
Master's Degree in Business Administration, Public Administration or related field plus four years of related experience.
Work/Education equivalent will be accepted.
