(Anticipated Hiring Range: $26.29 - $27.63/hour)
Positions assigned in this class perform site inspections of various water utility construction infrastructure projects including residential, commercial, capital improvement projects, and utility permit work. Work is performed under the supervision of the Water Distribution Supervisor. Performs construction, maintenance, and repair inspection duties in the Water District.
Essential Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essentials duties may not change, specific work tasks may vary over time depending on the City's needs.
Education and Experience
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with an Associate’s degree, and three (3) years of paid full-time experience performing utility work in the distribution system, OR an equivalent combination of education and experience.

Knowledge
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.
License/Certification
Within one (1) year of appointment, must obtain and possess:
Majority of work to be performed outdoors in varied temperatures. Work includes walking and operation of a vehicle and construction related equipment. Requires moderate exertion and lifting carrying objects between 20 and 50 pounds, repeated bending, stooping, and reaching above the head daily. Performs construction and inspection functions requiring visual and manual dexterity and precision measurements and continuous repetitive arm, hand and eye movement. May be exposed to high voltage. May be required to work on call, overtime or extended hours during emergency conditions.

- Performs construction inspection to verify conformance to mandated state and city permits, codes and regulations, and to document work.
- Performs construction inspections on underground utilities and civil infrastructure to ensure compliance of approved plans and specifications.
- Performs construction inspections on water, irrigation, concrete, paving, and landscape.
- Assist with valve maintenance program with the use of GPS coordinates for the Geographic Information system (GIS) mapping.
- Provides project documentation, daily reports of contractor work, and photograph contractor work.
- Complete and document various test reports; analyze various test reports and verify acceptance of newly installed infrastructures.
- Observe flow tests, system disinfection, water sampling, and hydrant flushing.
- Respond to customer complaints and inquiries related to construction activity.
- Attend and or conduct various construction and project-related meetings with contractors and utility companies.
- Utilize proper safety precautions; install barricades and cones prior to the performance of construction activities; assist in directing and controlling traffic around work sites; adhere to safety requirements for open trench work and digging near power lines.
- Support the Water District’s policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.

Knowledge
- Civil public works infrastructure construction, including grading, drainage, sewer, water, concrete, asphalt pavements and landscaping.
- City, District, and Department procedures, policies, and guidelines; City Code; Arizona Revised Statutes; Occupational Safety and Health Administration (OSHA) laws, regulations and standards; Arizona Department of Environmental Quality standards.
- Blue Staking policies, procedures and guidelines.
- Safety procedures, standards and protocol.
- General tools and equipment used in the installation, maintenance, and repair activities including but not limited-service line remote locator.
- Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely; following instructions.
- Operating a personal computer utilizing standard software such as Microsoft Office, Word, Excel and Outlook; prepare correspondence, calendar, scheduling and file management.
- Maintain composure while working with irate or difficult customers, providing high quality customer service.
- Work requires the ability to perform general math calculations and basic algebra, trigonometry, and geometry formulas.
- Creating and maintaining a safe work environment; following strict safety standards, guidelines, and procedures when operating equipment.
