Positions assigned to this class supervise the non-judicial activities of the city court. Assist in directing and coordinating the activities of non-judicial court employees, working closely with other city departments and external agencies. Support the Court Administrator and presiding Judge with planning, directing, supervising, and overseeing the activities and operations of the non-judicial operations of the Municipal Court. Provide high-level administrative and operational support to the Court Administrator.
Essential Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essentials duties may not change, specific work tasks may vary over time depending on the city's needs.
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Bachelor’s degree, and three (3) years of paid full-time court experience in legal, public, government, or court administration with two (2) years in a supervisory capacity, OR an equivalent combination of education and experience.

Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.
Arizona Court Manager (ACM), Arizona Court Executive (ACE), Certified Court Manager (CCM), Certified Court Executive (CCE), or Institute of Court Management Fellow Certifications are preferred.
Physical Demands and Work Environment
Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.

- Provide senior-level administrative and managerial support to the Court Administrator, assisting with policy development, compliance, budgeting, technology planning, procurement, and court-wide training initiatives.
- Execute high-level initiatives for the Court Administrator, overseeing specialized operational areas to ensure efficient performance, quality service, and alignment with court goals and legal requirements.
- Develop and carry out the department’s work plan by organizing and assigning projects and programs across court divisions. Monitors workflows and procedures, evaluates best practices, and conducts operational reviews to recommend improvements that increase efficiency, consistency, accountability, and service quality.
- Act as the court’s training coordinator by developing and updating policies and procedures, delivering staff training on court operations and legislative changes, and maintaining system references. Coordinates COJET and other required education, ensures mandated training credits are completed, and manages training records and documentation.
- Develop and perform regular audits of court operations and case workflows to ensure quality and best-practice compliance. Maintains audit processes for departments and employees, including new hires, monitors adherence to Arizona Supreme Court time standards, and recommends corrective actions when issues are found.
- Serve as the court’s case management system liaison by coordinating with stakeholders on system updates and functionality, training staff on changes, and ensuring consistent system use aligned with court policy, best practices, and reporting requirements.
- Act on behalf of the Court Administrator as delegated, exercising independent judgment to ensure continuity of operations and timely resolution of operational, personnel, and administrative matters.
- Support the City’s policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives.
