The purpose of this position is to control the weed and insect populations and prevent potentially harmful diseases and fungi in City and golf course turf areas. This is accomplished by applying pesticides, insecticides, fertilizers and other chemicals, mixing fertilizer and chemical applications and maintaining records. Other duties may include managing and maintaining turf areas such as parks and medians and golf course and interfacing with other City employees and citizens. This position provides direction to other employees.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Controls weeds, diseases and insects by directing the activities of City employees, using various types of equipment, inspecting ponds and City facilities, spraying and applying chemicals to landscapes and turf-areas such as the golf course and treating ponds for vegetative growth.
  • Administering fertilizer and chemical applications by lifting and loading bags of fertilizer into spreaders, measuring for mixture, measuring the correct amounts of chemicals for the mixture and checking equipment calibration.
  • Maintains records by tracking the quantities of chemicals and man hours used, generating and maintaining work orders and filling out TDA reports in accordance with standards and regulations.
  • Assists maintenance team with managing golf course by top dressing, aerifying, verticutting, mowing and other grounds management practices.
Education and Experience
Work requires broad knowledge in a general professional or technical field. Education and experience that provide the necessary knowledge and skills may also be considered, but a typical way to qualify is by obtaining:
  • High School Diploma or equivalent plus six (6) months of vocational, administrative or technical work experience or training.

Conditions of Employment
  • Safe driving record and Valid Class C Driver's License
  • Texas Department of Agriculture Non-Commercial Pesticide Applicator License including categories 3(A) and 6, or the ability to obtain within nine (9) months of hire
  • Clear criminal background check and pre-employment drug screen

Hours/Work Schedule
  • This is a full-time non-exempt position with benefits.
  • Monday through Friday, 6:00 a.m. to 2:30 p.m., with occasional weekend work for priority applications and emergency projects. During peak season, certain applications may require a 5:00 a.m. start time.

Physical Demands/Work Environment

This role requires the physical ability to perform the essential functions of the position. Reasonable accommodations may be provided in accordance with applicable laws. Typical physical requirements include:

  • Frequent physical activity including walking, standing, climbing stairs and ladders, bending, kneeling, crouching, crawling, twisting, reaching, balancing, and climbing.
  • Ability to stand and walk for extended periods of time.
  • Routinely lift and carry materials, tools, and chemical containers up to 50 lbs, with occasional lifting up to 100 lbs.
  • Frequently lift 10–25 lbs and continuously lift up to 10–20 lbs.
  • Push and pull objects and equipment as required.
  • Moderate manual dexterity to operate hand tools, power tools, laboratory instruments, and chemical handling equipment.
  • Ability to perform repetitive tasks and maintain physical stamina throughout the workday.
  • Regularly work with and around chemicals, including handling, mixing, transporting, testing, and storing chemical substances in accordance with safety procedures.
  • Work in indoor and outdoor environments, including laboratory, plant, and field settings.
  • Ability to work in varying and extreme weather conditions, including heat, cold, rain, wet conditions, and humidity.
  • Regular exposure to mechanical, chemical, electrical, and fire hazards; required use of personal protective equipment (PPE).
  • Ability to safely operate a City or personal vehicle for business purposes.
Knowledge, Skills, and Abilities
  • Knowledge of principles and practices of turf, landscape, and pond maintenance.
  • Knowledge of safe handling, storage, mixing, and application of pesticides, herbicides, fungicides, fertilizers, and other regulated chemicals.
  • Knowledge of Texas Department of Agriculture (TDA) regulations, licensing, reporting requirements, and compliance standards related to chemical application.
  • Knowledge of proper calibration, operation, and maintenance of chemical application, turf, and landscape equipment.
  • Knowledge of identification, prevention, and treatment of common weeds, insects, plant diseases, and fungi.
  • Knowledge of workplace safety procedures, hazard recognition, and proper use of personal protective equipment (PPE).
  • Knowledge of recordkeeping practices for chemical usage, inspections, work orders, and manpower tracking.
  • Skill in accurately measuring, mixing, and applying chemical treatments in accordance with labels, safety guidelines, and regulatory requirements.
  • Skill in operating, calibrating, and maintaining spreaders, sprayers, mowers, and other chemical and turf maintenance equipment.
  • Skill in inspecting and diagnosing turf, plant, and pond conditions to determine appropriate treatment methods.
  • Skill in following established safety protocols to protect self, coworkers, the public, and the environment.
  • Skill in maintaining organized, accurate, and timely records to ensure regulatory compliance.
  • Ability to perform physical tasks such as lifting and transporting chemical and fertilizer containers and working in outdoor environments.
  • Ability to communicate effectively with coworkers, supervisors, contractors, and the public.
