Under general supervision, this position maintains and verifies the accuracy of the City's financial statements. This is accomplished by preparing and compiling financial reports, reconciling accounts, designing spreadsheets to capture financial data, assisting with the Capital Improvement Program as requested, reviewing department information and accounts for accuracy, and preparing journal entries. Other duties may include completing special projects as assigned, assisting with payroll and interfacing with other City employees and citizens. This position does not provide direction to other employees.
ESSENTIAL JOB FUNCTIONS

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Completes reconciliation for multiple accounts by analyzing and reviewing bank reports, ensuring all activity has been recorded in journals, inputting data into journals if necessary, checking receipts against bank reports and creating spreadsheets to report data.
- Oversees cash receipts and journal entries by reviewing information for accuracy, ensuring all cash receipts and journal entries are distributed to the appropriate department accounts, verifying department software is interfacing appropriately, communicating with various departments to provide information and answer questions, and documenting procedures as appropriate.
- Participates in the development and preparation of monthly, quarterly, and Year End financial statements and reports by filing and gathering reports, creating and preparing spreadsheets for special projects, providing assistance and information on financial and accounting issues, and working with external auditors.
- Assists with Capital Improvement projects by checking on the status of project completion, confirming availability of funds, reviewing invoices for accuracy, ensuring accuracy of budget information, funding sources and distribution of funds, providing accounting and reporting support as needed and generating data reports.
- Completes monthly reconciliations and reports by creating spreadsheets to record and reconcile monthly reports, submitting reports and payments for sales tax, and maintaining documentation for check requests, journal entries and electronic funds.
- Provides support by completing special projects such as assisting the payroll specialist with processing payroll for the City and completing reports for Sales/Use Tax, Mixed Beverage Tx, Court Costs and Fees, and Annual Child Safety Fines.
- Monitors, evaluates, and reports grant activities by setting up files, gaining an understanding of grant requirements, setting up projects in financial software, ensuring codes and accounts are established, creating new projects ensuring permissions and workflow are set, establishing budgets, and monitoring, reviewing, and approving all General Ledger Grant activity.
- Assists with tracking and reporting unclaimed property for the City, ensuring proper reporting and remittance to the State.

JOB REQUIREMENTS
Education and Experience:
Work requires broad knowledge in a general professional or technical field. Education and experience that provide the necessary knowledge and skills may also be considered, but a typical way to qualify is by obtaining:
- Bachelor’s degree in Accounting, Public Finance or related field and one (1) year municipal government accounting experience

Supervision Exercised:
General Supervision: Work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards; autonomy is granted at the service or program level; work is subject to general and departmental policies, procedures, and guidelines.
Knowledge of:
- City rules, regulations, policies, and procedures.
- State laws, regulations, and guidelines governing all aspects of municipal accounting.
- Government Accounting Standards Board (GASB) requirements and Generally Accepted Accounting Principles (GAAP) for municipal finance.
- Modern office practices, procedures, and equipment, including financial application software.
Skill in:
- Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
- Assessing and prioritizing multiple tasks, projects and demands.
- Providing outstanding customer service and conflict resolution.
- Operating a personal computer utilizing a variety of business software.
- Understanding and interpreting complex laws, rules, regulations, policies, and guidelines.
- Reviewing and analyzing a variety of financial records and reports necessary to document the receipt, allocation, and distribution of funds in a government setting.
- Creating, preparing, writing, and proofing reports, documents, and correspondence.
- Working effectively in a high-pressure environment with changing priorities.
- Effectively communicating in both oral and written format.
