Position Summary
Performs lead work in the construction, repair and maintenance of water and sanitary sewer systems. Operates motorized construction equipment such as backhoes, loaders, dump trucks, high-pressure hydraulic sewer cleaning equipment and related equipment. In the absence of the Utility Foreman, assumes supervisory responsibility for the personnel assigned to crew. May require working without direct supervision during after-hours emergency on-call duty. Experienced workers initiate their own daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations.
Position Responsibilities / Essential Job Functions
Leads crews. Supervises and assists all members of maintenance crews in the performance of daily job assignments, assigns tasks and duties, provides a safe working environment for crews and interprets plans, and system maps for crews. Receives specific tasks from Utility Supervisor 11 as to location, type and time schedule for completion of maintenance, repair or construction activities for water distribution or sewage collection systems. Mobilizes crew.
Delegates to crew members typical routine tasks such as equipment maintenance, vehicle cleaning and servicing, facility maintenance and/or general housecleaning during inclement weather. Trains and crew members with goal of developing each person to their maximum potential by hands-on training or recommending additional formalized training programs as they become available.
Primary operator of heavy equipment. Operates backhoes, loaders, flusher trucks in the performance of crew assignments Regularly operates diesel or gasoline driven rubber tired backhoe/loader used for excavating water and/or sewer lines for repair, maintenance or construction, snow removal, backfilling or grading, loading dirt, gravel and other materials as required; Operates high pressure hydraulic sewer flushing equipment.
Prepares daily reports and/or work orders documenting personnel time, equipment, and materials utilized in completing given tasks. Collects data used for preparing work schedules, ordering materials or preparing reports, and answering customer requests or complaints.
Provides fire hydrant maintenance and preventative maintenance, valve maintenance and installation, service line excavation, repair and installation. Performs water meter and meter box installation and maintenance. Locates water and sewer lines for contractors, customers, or other utilities who are excavating in areas served by the Service Authority.
Other Duties
Operates dump trucks, asphalt rollers, trenchers, track machines when available, air compressor and jackhammers, service trucks, pickups, pumps chain, saws and other equipment as required. Other duties as assigned.
Regularly services motorized equipment operated, such as checking and adding oil, greasing machine and/or refueling, cleaning, and complying with regular preventive maintenance schedules as directed by Fleet Maintenance. Advises Fleet Maintenance of any problem encountered while operating equipment. inspects systems for preventative maintenance.
Essential Skills And Experience
Knowledge of repair, maintenance and construction methods and techniques used in daily activities when operating and maintaining a large urban water distribution and sewage collection system; occupational hazards encountered in underground utility excavations, including proper utilization of equipment, materials and personnel.
Ability to lead others in the work; prepare written reports; and interact with the general public, often during times of peak emotional stress in an authoritative, and courteous manner.
High school diploma or GED.
Five years of progressively responsible experience in the maintenance, repair, and construction of water distribution and sewage collection systems.
Valid Commercial Driver's License.
Physical Demands and Work Environment
The work is regularly active with periods of heavy exertion, and is performed in shop or field settings and outside. Typical positions require workers to walk or stand for long periods; lift and carry up to 60 pounds; climb stairs, ladders and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.
May be scheduled for regular on-call after hours, weekend or holiday emergency response responsibility on a rotating basis as required.
Employees are subject to callback in emergencies; are exposed to dirt and soil; unpleasant odors; working outside in hot and humid conditions, or in inclement weather; and hazards in the work.
