The Department of Human Resources (DHR), Classification & Pay Division, is seeking to fill a vacant Human Resources Specialist II position in Honolulu. This position performs as an advanced trainee in learning the principles, techniques, laws, methodology, and work processes pertaining to classification and pay activities (e.g., systematic evaluation of duties, responsibilities, scope, and complexity of a position to determine the job title and specifications that best matches the job; assessment of the impact to positions based on organizational changes; determination of the appropriate pricing for new classes, differentials, and other pay matters).

What You Will Do
  • Conduct routine classification reviews involving readily understood occupational areas and clearly identifiable classification factors. May accompany higher-level specialist on desk/field audits. 
  • Review position descriptions and ascertains basis for reallocation requests.
  • Conduct research and contact other public or private agencies to gather additional pertinent information.
  • Evaluate findings, make conclusions, and recommend appropriate classification action.
  • Prepare written reports to substantiate findings and recommendations.
  • Draft correspondences to request position descriptions or classification-related information.
  • Perform other related duties as assigned.
Career Progression
A Human Resources Specialist (HRS) II may progress up the career ladder with satisfactory work experience. There may be promotional opportunities above the HRS V level.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelor’s degree.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. 
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in human resources/ personnel management may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT:
(a) One year of professional human resources management work experience or other responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action; 

OR

(b) Six months of professional human resources management work experience pertinent to classification and pay (e.g., systematic evaluation of duties, responsibilities, scope, and complexity of a position to determine the job title and specifications that best matches the job; assessment of the impact to positions based on organizational changes; determination of the appropriate pricing for new classes, differentials, and other pay matters).
 
Substitution: A Master's degree in Human Resources Management, Business Administration, Public Administration or a related field from an accredited college or university may be substituted for up to one year of the general professional human resources management or other responsible professional analytical work experience listed in part (a) of the Experience Requirement. The Master's degree cannot be used to substitute for part (b) of the Experience Requirement.

NON-QUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources management functions. However, if the primary responsibility of the position is not concerned with professional human resources management work, such experience is not considered qualifying.

Clerical or technical experience in a human resources management program involving work which is limited to the application of human resources management rules, regulations and procedures in support of the human resources management functions described above is not qualifying.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Possession of an appropriate valid driver's license, as required.
