Position Information
The Department of Budget & Fiscal Services, Treasury Division is hiring an Accounts Receivable (Accountant VI) in Honolulu. This position assists the Revenue Collection Administrator in managing the Transient Accommodations Tax (TAT), Time Share Occupancy Tax (TOT), and various miscellaneous receivables. The role serves as a public-facing resource, providing taxpayers with guidance on tax laws, filing requirements, and payment processes to help ensure accurate and timely compliance.
What You Will Do:
- Manage the TAT/TOT Revenue Collection Program – Oversee the administration, planning, and coordination of Transient Accommodations Tax (TAT) and Time Share Occupancy Tax (TOT) laws, procedures, and collection activities to ensure accurate and timely compliance.
- Oversee Financial Operations and Reporting – Monitor fiscal activities including balancing and reconciling accounts receivable and cashiering reports, while advising leadership on program performance and operational improvements.
- Lead Technology and System Implementation – Manage the implementation and ongoing operation of vendor software supporting TAT collections and provide guidance on data management and technology solutions to improve program efficiency.
- Support Miscellaneous Receivables Administration – Assist in developing policies, procedures, and agreements with city departments to manage various receivables and resolve complex billing and collection issues.
- Supervise Staff and Program Operations – Hire, train, and manage personnel, assign work, monitor performance, prepare budgets and reports, and ensure compliance with procurement policies and operational requirements.
- Perform other duties as assigned.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with a major in accounting or in business administration with courses in accounting. (Note: At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from an accredited four-year college or university).
Substitution: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in accounting or a related field with courses in accounting.
The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. EXPERIENCE REQUIREMENT:
Five (5) years of progressively responsible work experience in professional accounting, including or supplementedby work experience demonstrating aptitude or potential for the performance of supervisory duties through:
- Successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;
- Serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;
- Completions of training courses in supervision accompanied by application of supervisory skills in work assignments; or
- Favorable appraisals by a supervisor indicating the possession of supervisory potential.
Substitution: A Master's degree in Accounting from an accredited four-year college or university will substitute for one year of professional accounting experience.

- Strong understanding of standard accounting principles and practices.
- Ability to effectively supervise and guide a team, to plan, assign and oversee the work of staff members.
- Skill in preparing and analyzing financial statements and reports.
- Ability to design and implement accounting processes, methods, techniques and procedures.
- Ability to prepare complete and accurate reports, following established standards.
- Strong analytical skill with the ability to identify errors and fix inconsistencies in financial records.
- Experience with governmental fiscal administration, including budgeting and financial reporting, would be a plus.
