The incumbent performs staff level professional and administrative work supervising some operations of the Building Division. Performs professional and supervisory duties relating to the planning, directing, organizing, implementing, and coordinating all programs and activities associated with Combination Inspection operations. The incumbent exemplifies the characteristics of a collaborative, innovative and resilient work culture and along with the leadership team, models the appropriate behavior to create and maintain a resilient work culture within the department.

Essential Required Tasks/Examples of Duties

Administrative/General Duties:
Provides day-to-day oversight and management of building inspection operations. The incumbent is responsible for partnering with assigned staff in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the work unit. Incumbent creates strategic plans, assembles staff resources, and delegates tasks to assigned staff members. Incumbent ensures that assigned staff works as a team to avoid duplication of service and to ensure that customer expectations are recognized and met.
Supervises and participates in systematic inspections of materials used and work performed in new and improved construction of residential dwellings to insure compliance with applicable City and County codes and ordinances to include the International Building Code, International Plumbing Code, International Mechanical Code, and the National Electrical Code. Supervises and participates in systematic inspections of materials used and work performed in new and improved construction of complex and commercial structures to insure compliance with applicable City and County codes and ordinances in a specific area of specialty such as electrical, mechanical, plumbing, or structural. Reads and interprets maps, plats, site plans, construction plans, grading plans, and specifications as required. Develops policies as needed to ensure consistent application of and adherence to established practices and policies; resolves code enforcement issues in a fair and consistent manner. Coordinates pre-construction conferences and meetings for major projects in order to review inspection procedures. Explains laws, ordinances, and code provisions to contractors, property owners, and the general public. Maintains inspection and stop work order records and prepares necessary reports. Provides information to builders to assist in correcting deficiencies in construction. Directs the re-inspection of sites which were not approved on prior inspection. Recommends the issuance of a certificate of occupancy upon completion of the final inspection. Issues stop work orders on work being done without permits or when necessary for code violations. Coordinates technical field decisions and confers with Chief Building Official on more difficult inspections.
Keeps abreast of existing, revised, and new applicable codes, standards, and professional developments within the field. Develops and maintains inspection policy manual. Creates and maintains procedures and policies as required. Maintains and establishes inspection group records of daily activities, prepares project summary reports, and reviews construction inspection daily reports.
The incumbent assists Chief Building Official with planning, developing, and implementing assigned programs and projects of the work unit and is responsible for effectively managing his or her workload to achieve departmental goals. Incumbent assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code. The incumbent may confer with employees, supervisory, and administrative personnel regarding programs, policies and procedures. Incumbent contributes to the preparation and review of programs, policies and procedures as necessary to maintain the effectiveness of assigned programs. Incumbent advises Chief Building Official and applicable administrators of potential problems or concerns. Incumbent compiles, interprets, and prepares data for studies, reports and recommendations; coordinate assigned activities with other departments/divisions and agencies as needed.
The may incumbent recommend and implement modifications to programs, systems, policies and procedures. Incumbent may conduct studies, analyses, and research on a wide variety of related topics, including surveys and benefit trends. Incumbent may research and analyze legal requirements impacting programs and services. May conduct planning/ideation sessions with appropriate audience in order to gather ideas and information to effect innovative and cost-effective programs. Incumbent makes recommendations on changes or improvements.
Budget/Resource Management:
The incumbent assists in preparation of the work unit’s annual/revised budget and assists in directing the budget process for the work unit. Incumbent ensures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control.
Assists Chief Building Official in presenting and defending annual budget proposal to department head. Administers division's budget to ensure effective expenditure of allocated funds; authorizes purchases of supplies, materials, and equipment. Maintains supervisory responsibility for all facilities and equipment in use by the division; ensures that they are operating effectively and safely. Assists the Chief Building Official in assessing division needs to determine necessity of capital improvements and equipment acquisition.
The incumbent is responsible for planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Incumbent develops short and long-range goals including annual Performance Metrics to advance the City and County’s mission, goals, and objectives. Incumbent monitors the progress of projects so the goals may be obtained within the established timeframe. Partnering with Risk Management, Incumbent performs risk assessment, oversees security, and provides management of resources to keep facilities safe.

Minimum Qualifications
Education - High school graduate or GED equivalent. Valid ICC Building, Plumbing, and Mechanical certifications required at time of hire.
Experience - Five years of progressively responsible experience in building code enforcement including at least one year of supervisory experience.
NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):
Must possess and maintain valid ICC Building, Plumbing, and Mechanical certifications for continued employment. Must possess and maintain a valid driver’s license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: oral board, reference checks, driving record check through DMV, background checks including local police check and sex-offender registry, and pre-placement physical.
