Salary Range: $129,993 to $158,715

Job Location: During training, you may be required to work up to three (3) days per week in our Wilsonville Office. Other days may be worked remotely from your Oregon residence. After the training period, the number of days required in the office may be reduced to one (1) day per week in the office.

Law Enforcement Risk Management Consultant

We are seeking a Law Enforcement Risk Management Consultant to join our team and support CIS member law enforcement agencies statewide. This position is key to promoting best practices, reducing claims and losses, and supporting Oregon’s law enforcement community.

Under the direction of the Director of Risk Management, you will:

  • Analyze and advise. Review law enforcement claims and losses—especially within patrol services—to identify emerging risks and trends. Use your findings to recommend improvements and shape CIS programs.
  • Evaluate and improve operations. Conduct audits and onsite inspections of police departments and sheriff’s offices. Review policies, procedures, and practices, and recommend updates aligned with best practices.
  • Train and empower others. Assess training needs and deliver targeted sessions to help agencies strengthen performance, safety, and compliance.
  • Build partnerships. Collaborate with OSSA, OACP, DPSST, Lexipol, and other key organizations that support Oregon’s law enforcement community.
  • Plan and lead events. Help design and deliver at the CIS Annual Conference.
  • Coordinate support. Connect member agencies with internal and external experts for risk management and legal consultation.
  • Contribute thought leadership. Write articles and represent CIS on committees and in meetings focused on law enforcement risk management.
  • Guide communities. Advise cities exploring new police departments or reviewing contracted law enforcement services.
  • Promote safety beyond policing. Conduct security assessments and employee trainings for members without dedicated law enforcement agencies.
  • Collaborate across CIS. Work closely with other consultants in risk management, claims, and underwriting to reduce overall exposure for members.
  • Respond and report. Serve as a key contact for critical incidents, prepare reports, and support members through challenging events.
  • Support innovation. Assist in managing CIS’s risk management grant program to fund proactive safety initiatives.

What You Bring:

Education & Experience:

  • Bachelor’s degree in Law Enforcement, Public Safety, or a related field.
  • Seven or more years of experience in:
  • Law enforcement operational management, supervision, or command staff roles.
  • Designing or delivering law enforcement training programs.
  • Applying risk management principles in patrol, corrections, or public safety operations.
  • Experience working with professional groups such as OSSA, OACP, or DPSST.

Knowledge & Skills:

  • Deep understanding of law enforcement and corrections policies, laws, and best practices—especially in Oregon.
  • Advanced training (e.g., FBI National Academy or similar) is highly desirable.
  • Strong communicator—able to present clearly, write effectively, and connect with audiences at all levels.
  • Strategic thinker with the ability to assess risk, solve problems, and build practical solutions.
  • Skilled in planning, project management, and public engagement.
  • Proficient with computers, tablets, and mobile technology.
  • Committed to teamwork, professionalism, and continuous improvement.

Licenses & Certifications:

  • Valid driver’s license and safe driving record required.
  • Current or prior DPSST Supervisory, Management, or Executive certification (or equivalent out-of-state credential) preferred.
