CIS Management, Inc. - Award Winning Property Management company seeks reliable, highly organized, attention to detail, courteous, friendly, hardworking professional to join our Compliance Department.
The Tax Credit Compliance Specialist reports to the Director of Compliance, and President of Property Management. This position requires 75% of the Tax Credit Compliance Specialist’s time will be allocated to traveling to the various sites throughout the CIS portfolio, and is a mandatory part of the job. The main focus of the Tax Credit Compliance Specialist will be to lease up vacant units at our properties. The Tax Credit Compliance Specialist will follow a rotating schedule to ensure all targeted sites are visited on a weekly basis.
Duties and Responsibilities are not limited to:
- To lease up vacant units at assigned properties as designated. The Property Manager will be responsible for receiving applications, running credit and initial interviews. The Tax Credit Compliance Specialist will then take on all responsibility of the applicant file to its completion. This includes all third-party verifications, follow-up with the applicant, and submission of files to the state agency. All files processed must first go to the Director of Compliance for final approval prior to sending to the state agency for move-in approval.
- Carry out all activities associated with the property-specific programs including interviewing participants, answering telephone inquiries and responding to correspondence. Seek guidance, support and direction from the Director of Compliance as needed.
- Read and understand the Tax Credit RSP, Housing Choice Voucher Program Administrative Plan, Public Housing Program ACOP, CIS policies and procedures, IRS tax code and all related provisions of HUD’s Code of Federal Regulations.
- Maintain participant files and process files in accordance with company procedures and HUD and IRS regulations, including completing and securing all files on a daily basis. Prepare and forward to storage all files of former participants, including a termination notice and a closed-out inspection report and notice of intent to vacate.
- Perform all administrative tasks associated with eligibility determination, including verification of income and household composition. Prepare and send verification forms to agencies such as Department of Social Service, Employers, etc. to verify applicant/participant information as required by HUD/IRS. Clarify questions pertaining to occupancy standards, income and assets. Explain rules, regulations and eligibility requirements for affordable housing.
- Process all actions regarding program participants, including rent adjustments, transfers, move-ins and move-outs. Assemble and organize information received from various agencies, regarding family income, expense and deductions to determine ongoing eligibility and amount of rent payments. Enter organized information into Yardi, including input and update of information pertaining to certification, re-certification, and related reports. Process a calculated work sheet and all leasing documents.
- Review all rent changes as amended in the HAP Contracts and Leases before transmission to the subsidy providers
- Assist as requested on special projects such as updating information required for rent matrix, rent increases, and/or utility allowance schedules.
- Monitor household demographic profiles and update databases.
- Provide technical assistance to Property Manager and program participants on Fair Housing requirements.
- Assist the Director of Compliance with data collection and other tasks associated with special programs or applications for new resources.
- Conduct on-site reviews and prepare sites for outside agency file audits, including follow-up with the Director of Compliance on issues addressed during the review.
- Support site managers in deploying corrective action plans based on internal or external audit findings.
- Ensure all tax credit project first-year tenant files are 100% in compliance in accordance with IRS Section 42 rules and regulations; scan and upload first-year files to the CIS server.
- Ensure ongoing compliance with Fair Housing standards and CIS policies and procedures.
- Assist new hire training to ensure consistency of processes, policies and procedures.
- Participate in workshops regarding changes to regulations, Fair Housing and other in-service training.
Qualifications for this Position
- High school diploma or equivalent.
- Certified Occupancy Specialist (COS) Certificate
- Tax Credit Certified
- Minimum 3 -5 years´ experience of senior or multi-family property, a substantial portion of which will have been within Affordable Housing programs such as LIHTC and Sec 8
- Bilingual, Spanish speaking; HIGHLY PREFERRED
- Yardi experience, a strong plus
