Metro is a seeking a Quality Assurance / Quality Control Specialist to be responsible for the care and maintenance of all transit coaches and non-revenue vehicles to ensure our customers a clean, reliable, and dependable service in a cost effective manner.

Essential Functions

  • Develop and administer comprehensive Quality Assurance/Control program. Define and map standardized QA/QC processes to ensure highest quality and efficiency possible, with key emphasis on safety.
  • Develop and administer Audit Reporting process. Provide management report of findings, trends, and analysis.
  • Perform audits of all internal maintenance processes, job plans, records to increase quality and consistency and minimize waste.
  • Audit of component repair and overhaul and parts processing used to accomplish maintenance functions to include issues and returns to improve maintenance efficiency and reduce turn times and unnecessary inventory.
  • Responsible to monitor and maintain regulatory requirements generated by the FTA, DOT, ODOT, and/ or any other regulatory requirements that may be pertinent to the maintenance department.
  • Technical Publications: Responsible to monitor, update and maintain all Technical and regulatory publications to include any OEM published materials that pertain to our fleet.
  • Edit and format documents to comply with company standards and applicable technical manuals and regulatory requirements.
  • Provide ongoing development of standards and process improvements.
  • Responsible to evaluate and implement vehicle and component modifications to reduce operating costs and improve efficiency.
  • Ensure quality maintenance is performed in accordance with the vehicle manufacturer’s technical data and that all required safety procedures are followed.
  • Develop and maintain accurate process to track all fleet defects and their status.
  • Develop and maintain a valid deferred maintenance program, to allow scheduling to effectively repair them in a time effective manner.
  • Responsible for maintaining all fleet maintenance records, reviewing them for accuracy and completion, and archiving them to meet our internal and FTA records retention requirements. Lead analysis and facilitate process redesign and improvement measures for the maintenance department.
  • Review all Departmental invoicing for accuracy and completeness.
  • Review and maintain master contract list for maintenance department, manage contract applications, monitor performance, and renew or replace as necessary for the needs of the department to maintain currency and compliance standards.
  • Act as liaison with OEM and vendors and product support organizations to ensure expeditious resolution to technical and safety issues.
  • Additional departmental functions may be added by the Director of Maintenance at any time they are identified and fit within the scope of the Technical Operations.
  • Enforce safety and security regulations, as well as, compliance to Metro's policies and procedures.
  • Adhere to proper preventive maintenance schedules and practices for all vehicles and equipment.
  • Responsible for fostering positive Labor and Management relations.
  • Schedule work, assign responsibilities, provide daily oversight to direct reports if assigned.
  • Evaluate and improve work practices, work flow, and equipment.
  • Provide and/or input information to the maintenance management system.
  • Prepare weekly and monthly performance reports, and if necessary develop routine and special reports.
  • Monitor and control inventory to efficiently meet area needs. Operate within Budget.
  • Facilitate the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, and recognize employee, department and organization accomplishments.
  • Oversee the continued development of all maintenance employees to keep them abreast of new technologies; oversee and direct the development of Maintenance Management employees’ skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards.
  • Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.

Education

  • Associate's Degree (two year college or technical school) or equivalent.

Experience

  • Three or more years’ experience in Metro maintenance area.
  • Prefer three years of quality control/assurance experience.

Skills & Abilities

Computer Skills

  • Working knowledge of procurement/inventory system, payroll and timekeeping applications, internet, email, and applications for word processing and spreadsheets.

Other Requirements

  • Working knowledge of coach technology, coach maintenance, diesel technical training, and maintenance management system.
  • Excellent communication skills.

WORK ENVIRONMENT

  • 90% office atmosphere, 10% garage atmosphere
