This position is hybrid in office/remote in Washington State. 

Job Summary

The State Programs Coordinator is a highly proactive role that coordinates and supports a wide variety of processes and projects relating to Washington Apple Health (Medicaid) regulatory and contract requirements.  State Programs functions as a liaison between Community Health Plan of Washington (CHPW) an the Washington State Health Care Authority (HCA) regulatory staff. 

This position requires excellent communication, meticulous organization and attention to detail, critical puzzle solving, proactive follow-through and compassionate customer service.

Essential Functions

  • Manage department email inbox daily.
  • Maintain master calendar of all CHPW deliverables and internal/external events affecting contracts and regulatory requirements, including due dates for key deliverables, bids, RFPs, RFAs, and audits.
  • Respond to a wide variety of requests for contractual, historical, regulatory and procedural information from both internal stakeholders and HCA regulatory staff.
    • Research historical information
    • Evaluate and refer matters for appropriate handling
    • Track open requests and provide support for internal stakeholders
    • Ensure timely and accurate responses to inquiries
    • Maintain documentation of tracking log and resolution
  • Execution of communication processes for information related to contractual obligations, regulatory obligations and additional regulatory guidance to internal stakeholders
  • Maintain information repositories and documentation of information dissemination.
  • Project Coordination for contract renewal and amendments, annual TEAMonitor audit and other projects/regulatory reviews.
    • Maintain and monitor project schedule
    • Organize and attend stakeholder meetings
    • Track action items and decisions
    • Organize and maintain project documentation
    • Quality review of stakeholder responses
  • Attend regulatory operations meetings and capture thorough notes for distribution to CHPW stakeholders.
  • Maintenance of State Programs Procedures Guide.
  • Participate in special projects as necessary.
  • Identify and bring forward program and process improvements. Participation in creation of new processes as opportunities and needs arise.
  • Must be able to prioritize, organize and complete daily work independently.
  • Must be organized and detail oriented.

Qualifications: 

Education:

  • A combination of education, customer service and complex project coordination experience required.
Prior Related Experience:
  • Experience facilitating complex projects with multiple stakeholders required.
  • Liaison experience with contracting agencies, regulators, and marketplace competitors preferred.
  • Community Health Center experience preferred.
Employment Eligibility: 
  • Complete and successfully pass a criminal background check
  • Has not been sanctioned or excluded from participation in federal or state healthcare programs by a federal or state law enforcement, regulatory, or licensing agency
Knowledge, Skills and Abilities: 
  • Ability to communicate effectively with different audiences verbally and in writing.  
  • Demonstrated proficiency with Microsoft Office Package (Word, Excel, Outlook, Teams, Visio and Internet Explorer) and Adobe Acrobat. Internet research and an understanding of web-based tools required. Experience with SharePoint and Visio a plus.  
  • Ability to coordinate complex projects and audits across departments and organizations. 
  • Ability to maintain a professional demeanor and confidentiality.
  • Proofing, editing and formatting knowledge; excellent English skills. 
  • Strong organization skills and initiative in planning, organizing and prioritizing work.
  • Ability to work with a high degree of accuracy under pressure and tight deadlines and with frequent interruptions.
  • Ability to work both independently and as part of a team. Must be self-directed and highly motivated.
  • Demonstrated ability to effectively partner across teams for collaborative problem resolving and implementation of solutions. Strong analytical and problem-solving skills required.
  • Must be comfortable working with diverse teams
  • Current/valid WA state driver’s license (position requires significant amount of day travel).
  • Knowledge and understanding of managed care environment, preferably with state managed Medicaid program(s) a plus.

 

Sensory/Physical/Mental Requirements

Sensory*:

  • Speaking, hearing, near vision, far vision, depth perception, peripheral vision, touch, smell, and balance.

 Physical*:

  • Extended periods of sitting, computer use, talking and possibly standing
  • Simple grasp, firm grasp, fine manipulation, pinch, finger dexterity, supination/pronation, wrist flexion
  • Frequent torso/back static position; occasional stooping, bending and twisting
  • Some kneeling, pushing, pulling, lifting and carrying (not over 25 pounds), twisting and reaching

Mental:

  • Frequent decision-making. Ability to gather and assess data, determine appropriate actions, apply protocols and knowledge to unique situations, problem-solve and provide consultation.

WORK ENVIRONMENT

Office environment with frequent environmental exposure to low-grade radiation from computer monitors; fast paced with frequent interruptions.
