JOB SUMMARY: Develops vision, supervision, leadership and implementation of the Multilingual Education Program. Coordination of district wide program implementation, evaluation, training and learning development. Fosters collaborative relationships with district departments, schools, and outside agencies. Assists with interpreting and administering all local state, and federal statutes, rules and policies pertaining to multilingual learner programming. Assists with the day-to-day operations of the department including making data driven decisions, supporting coaching, instruction and program implementation, hiring and selecting staff, evaluating certified and classified staff, coordinating state assessments, and placing the needs and welfare of students above all else.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The subsequent duties outline the fundamental operations of the position and exemplify the nature of the tasks carried out. They do not encompass a comprehensive inventory of the obligations and responsibilities fulfilled in this role. Job Task Descriptions Frequency Percentage of Time 1. Support initiative creation, implementation and progress monitoring for curriculum, tools, PD and other work as assigned. Daily 5% 2. Assist with the analysis of district, school, and individual student data to improve performance as a district and in individual schools within the requirements of federal and state law; plan and facilitate targeted professional learning based on results and identify schools that need immediate attention due to low growth or lack of progress with multilingual learners, including support with coaching, planning, instructional implementation and whole staff and/or department learning. Weekly 45% 3. Assist with ensuring district compliance with all legal requirements pertaining to the identification, programming, re-designation, monitoring, exit for over 9,000 students who have another language in the home, including the identification of students for programming, initial and annual state language proficiency assessments, exclusion and accommodations for other district and state assessments. Assist with the development, monitoring, and compliance with federal and state laws through the implementation of the district’s state approved Comprehensive ELS District Plan. Mediate conversations between schools and parents/guardians regarding legal requirements of placement and investigation of multilingual learners; reclassification and exit procedures, expectations of support, programming, language development, data reporting, and assessments. Weekly 15% 4. Assist with managing human resources for the English language supports office, including recruiting, hiring, training, retaining, and evaluating 120 certified English Language Supports personnel at the for 65 district schools/auxiliary programs and district charter schools for the purpose of providing services with fiscal efficiency and meeting federal, state, local, and district legal requirements. Assist with ensuring compliance with administrative procedures and negotiated agreements. Weekly 15% 5. Coordinate and collaborate with principals and other departments to ensure that multilingual learners are appropriately identified for additional services and programming including but not limited to the areas of Special Education, Gifted and Talented, preschool, athletics and activities, Title I, and MTSS. Weekly 5% 6. Assist with the design, provision, and evaluation of federally and state required professional development to all district staff members supporting multilingual learners to enhance their abilities to provide English language development and access to grade-level content. Monthly 5% 7. Assist with the coordination of district Title III Advisory Committee meetings in order to develop and approve the annual budget, plan for required and allowable activities for each school year, allocate Title III funds based on need and parent/guardian voice, and develop and manage programs and activities designed by the committee that support students/families outside of school. Quarterly 5% 8. Perform other duties as assigned or requested. Daily 5% TOTAL 100

REPORTING RELATIONSHIPS: This job has supervisor responsibilities including, but not limited to, interviewing, hiring, directing work, assigning work, supervising work, training, evaluating, disciplining, and terminating. Direct reports:

MINIMUM QUALIFICATIONS: The minimum prerequisites of formal education, professional work experience, certifications, licenses, endorsements, designations, trainings, and other criteria that a candidate must fulfill to be considered for a position. It is essential that certifications, licenses, endorsements, designations, and trainings are fulfilled, valid, and not expired.

  • Criminal background check and fingerprinting required
  • Master's degree in Educational Leadership, Culturally and Linguistically Diverse Education, or other educational field
  • Five (5) years of professional work experience coordinating programming for multilingual learners at a school level
  • Demonstrated successful experience working with parents, teachers and students
  • Experience evaluating certified staff using the state evaluation model
  • Demonstrated successful experience working in a fast-paced, large organization
  • Demonstrated effective leadership attributes: clear communication, extensive collaboration, integrity, optimism and energy
  • Knowledge of federal ESEA law, state ELPA statutes, Office for Civil Rights and Department of Justice obligations and other case law related to the identification, instruction, re-designation and monitoring of multilingual learners
  • Proficiency in one or more languages in addition to English
  • Racially conscious and culturally competent with the skill, will, capacity, and knowledge to commit to a culture of continuous improvement
  • Strong knowledge of ELD, bilingual and language acquisition pedagogy
  • Colorado Department of Education (CDE) teaching license
  • Colorado Department of Education (CDE) Culturally and Linguistically Diverse endorsement
  • Colorado Department of Education (CDE) Administrator/Principal license
  • Colorado driver’s license
