Program Manager Responsibilities Include
- Serve as the primary point of contact for all contractor personnel assigned to the ONR program.
- Oversee the quality, accuracy, and timeliness of all contract deliverables and work products.
- Facilitate onboarding and offboarding of contractor employees in compliance with ONR security and contract protocols.
- Provide expert recommendations to the Contracting Officer’s Representative (COR) to optimize contractor utilization and improve internal acquisition processes.
- Conduct quality assurance reviews, including data sampling to identify anomalies or inefficiencies.
- Lead resource allocation strategies to meet ONR program objectives efficiently.
- Collaborate with ONR acquisition teams and program stakeholders to support contract execution and operational success.
- Communicate clearly and professionally, both verbally and in writing, with internal teams, ONR leadership, and external partners.
- Performs other job-related duties as assigned
- Bachelor’s degree from an accredited institution (Required); Master’s degree in project management or related field preferred.
- 10 years of experience managing federal programs and contractor teams, including supporting Government acquisition efforts.
- Demonstrated experience managing contract life cycles in accordance with FAR, DFARS, and agency-specific policies.
- DAWIA certification required.
- Federal Acquisition Certification – Contracting (FAC-C) or equivalent.
- Proficiency with Microsoft Office 365 (SharePoint Online, Teams, Word, Excel, PowerPoint, Outlook).
- Strong organizational, interpersonal, and communication skills; ability to work independently and collaboratively.
- Prior experience in the 1102 Contracting Series or direct support of ONR or Navy acquisition programs.
- Experience managing multi-billion-dollar defense contracts and knowledge of contract types such as FFP, CPFF, Cost Reimbursement, and T&M.
- Background in acquisition planning, source selection boards, and technical proposal evaluations.
- Familiarity with Navy shipbuilding, research and development programs, or other ONR mission areas.
