Position Title: Compliance Coordinator
Terms of Employment: 240 Days
Position Purpose
The IDEA Compliance Coordinator is responsible for supporting and monitoring district-wide compliance with the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, Medicaid billing requirements, and applicable federal and South Carolina state regulations related to special education services. The coordinator will work collaboratively with school administrators, special education staff, related service providers, and district leadership to ensure legally compliant practices, accurate documentation, timely service delivery, and implementation fidelity of Individualized Education Programs (IEPs) and 504 Plans.
This position also supports the development, revision, implementation, and dissemination of district special education policies, procedures, and guidance documents to ensure alignment with current legal and regulatory requirements.
Qualifications
- Master's Degree required in Special Education, Educational Leadership, School Psychology, or related field
- Valid South Carolina certification in Special Education or related educational field required
- Minimum of five (5) years of experience in special education required
- Minimum of three (3) years of experience in administration
- Demonstrated knowledge of IDEA, Section 504, FERPA, ADA, Medicaid billing requirements, and South Carolina special education regulations
- Experience developing, reviewing, and monitoring IEPs and/or 504 Plans
- Strong organizational, communication, collaboration, and problem-solving skills
- Experience with state and district special education data systems preferred
- Ability to provide professional development and coaching to staff
Performance Responsibilities
Compliance Monitoring and Oversight
- Monitor district compliance with IDEA, Section 504, state regulations, and district procedures
- Review IEPs, evaluation reports, eligibility documentation, manifestation determinations, and 504 Plans for procedural and substantive compliance
- Assist schools in correcting compliance concerns and developing corrective action plans when necessary
- Ensure timelines related to evaluations, reevaluations, annual reviews, service implementation, and procedural safeguards are met
- Support compliance monitoring activities, state audits, desk reviews, and data reporting requirements
- Maintain knowledge of current federal and state laws, regulations, and guidance related to special education and Section 504
IEP and 504 Support
- Collaborate with school teams to develop legally compliant and educationally appropriate IEPs and 504 Plans
- Provide technical assistance and coaching to teachers, administrators, and related service providers regarding compliance requirements and best practices
- Assist staff with writing measurable goals, documenting accommodations, service minutes, transition services, and prior written notices
- Support schools during complex meetings, parent concerns, dispute resolution processes, and compliance-related discussions
- Promote implementation practices that support student access to a Free Appropriate Public Education (FAPE)
Policy and Procedure Management
- Develop, revise, and maintain district special education and Section 504 policies, procedures, handbooks, forms, and guidance documents
- Ensure updated policies and procedures are communicated and distributed to appropriate district personnel
- Assist in developing district protocols aligned with federal and state requirements
- Support ongoing review of district practices to ensure consistency across schools
Medicaid Compliance
- Monitor Medicaid-related special education documentation and service compliance requirements
- Collaborate with related service providers and district staff to ensure accurate and compliant Medicaid billing practices
- Assist with audits, documentation reviews, and corrective actions related to Medicaid reimbursement
- Provide guidance and training regarding Medicaid service documentation expectations
Professional Development and Collaboration
- Develop and provide professional development related to IDEA compliance, Section 504, documentation requirements, and procedural safeguards
- Collaborate with district and school administrators to improve compliance systems and instructional supports for students with disabilities
- Participate in district leadership meetings, compliance reviews, and special education initiatives
- Support continuous improvement efforts related to special education services and outcomes
Physical Requirements
- Ability to travel between district schools and facilities
- Ability to sit, stand, walk, and use technology for extended periods of time
- Ability to lift and carry materials up to 25 pounds occasionally
