This position reports to the Human Resources Operations Manager and oversees a comprehensive recruitment and search process for open positions at the College. The role includes researching, recommending and implementing new and creative improvements in recruitment and other HR processes. As a member of the HR Administrative Team, they will be responsible for performing a full range of professional responsibilities related to human resources management.

Recruitment of Applicants
Regularly meets with hiring managers one-on-one and in group settings to guide, coach, consult and advise on all areas of recruitment
Leads the creation of a recruiting and interviewing plan for each open position
Conducts regular follow-up with managers to provide updates and determine the effectiveness of recruiting plans and implementation
Researches, develops, recommends, and implements new and creative sources and techniques for active and passive candidate recruiting
Serves as expert in all levels of recruitment
Maintains appropriate Intranet and Internet sites
Assists with the design and delivery of workshop/training programs and provides information regarding employment with Chemeketa
Schedules and participates in job fairs and potential applicant outreach
Coordinates interviews and provides administration of testing
Works collaboratively with the Office of Culture & Community Engagement to plan recruitment searches and ensure committees and processes meet college guidelines
Hiring
Assists in the development of and presents trainings on application processes and best practices for hiring managers and committees
Oversees the reference check process
Oversees process for onboarding and new hire paperwork
Responsible for producing data for yearly affirmative action report and as needed for analysis
Maintains current knowledge of applicable laws, rules, and regulations
Acts as lead for archiving highly confidential pre-employment background screenings by entering data, scanning and indexing of documents; timely, appropriate destruction of background screening records
Department Responsibilities
Provides all aspects of supervision to recruitment team
Works closely with the Classification and Compensation team to assist in position description management.
Works closely within the Operations team to assist in the full-cycle of the hiring process to include appropriate notification of shareholders, onboarding, and disseminating accurate information.
Interprets college policies, practices, and procedures to make appropriate referrals, responses or recommendations
Participates in departmental and/or college meetings, committees and workgroups
Develops and maintains documentation and user training material

Minimum Qualifications
High School Diploma/GED
-AND-
At least 2 years of experience in supervising, training and/or coaching other administrative staff
-AND-
At least 4 years of experience working in human resources

Associate Degree in Office Administration or related field
-AND-
At least 1 years of experience in supervising, training and/or coaching other administrative staff
-AND-
At least 2 years of experience working in human resources

Preferred Qualifications
Two or more years of experience in employee recruitment
Bachelor’s degree in Human Resources or related field
Experience advising managers and staff on recruitment issues
Experience applying employment laws, policy, and/or collective bargaining agreements
Demonstrated project management experience
Experience working at a community college
Experience with the NEOED tracking system
Experience working in a union environment
Experience developing and implementing initiatives in support of organizational values, and equal opportunity
SCHEDULE & MODALITY
Based on individual assessment, business needs, supervisory discretion and/or college directives, a percentage of the duties of this position may be performed remotely.TERMS OF EMPLOYMENT
- This is a 100%, 12-month exempt assignment of the C1 band and grade
- This position has a 1-year probationary period
- All positions at Chemeketa are required to be available for work onsite as requested by the college.
- Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
- This position may require the use of your personal vehicle for transportation between campus locations
- Requires the provision of official transcripts upon hire
- Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
