What are the responsibilities and job description for the Engineer III position at Chautauqua County Human Resources?
Minimum Qualifications:
Possession of a Professional Engineer's License issued by the State of New York, and two (2) years of professional, post license experience in either civil, sanitary or solid waste engineering.
Additional Requirements:
Possession of a Professional Engineering (PE) license issued by the State of New York at the time of application, appointment and during service in this classification.
At the time of appointment, and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.
Typical Work Activities:
- Oversees and participates in the planning, design, and construction of public infrastructure projects such as highways, bridges, buildings, parking areas, sewer systems, sewage treatment facilities, sanitary landfills, and other public works.
- Supervises the preparation of right-of-way maps, legal descriptions, and survey sketches for property acquisition.
- Manages field survey operations, materials testing, monitoring activities, cost estimation, and inspection processes to ensure compliance with contract specifications.
- Leads and participates in structural inspections of bridges in accordance with Federal and State regulations.
- Reviews architectural and engineering plans and specifications submitted by consultants and recommends necessary modifications.
- Serves as an expert witness in legal proceedings, arbitration hearings, and commission reviews.
- Prepares requests for proposals (RFPs), assists in the selection of consultants, and monitors their performance throughout the duration of the project.
- Oversees and evaluates contractor performance to ensure quality and adherence to project timelines.
- Represents the Director or Deputy Directors at meetings, conducts special investigations as assigned, collaborates with other government agencies, negotiates with consultants and contractors, and coordinates with regulatory and permitting agencies.

This position is being filled on a provisional basis pending the administration and results of an upcoming Civil Service examination for this title.
