The Chatham County Engineering Department is seeking a dedicated individual to join our team as a Floodplain Coordinator. This role is essential in ensuring the county's compliance with federal flood insurance program requirements and promoting public awareness of floodplain management.

Examples of Duties

Under the supervision and direction of the Floodplain Administrator,

• Assists in the coordination of the County’s Floodplain Management Program, ensuring that the Chatham County meets Federal Emergency Management Agency (FEMA) minimum National Flood Insurance Program (NFIP) participation requirements.
• Assists in the application of the County’s Floodplain Ordinance, regulations, policies and procedures, and inspection process related to the Floodplain Management Program.
• Assists in overseeing the county’s FEMA Community Rating System (CRS) for flood insurance discounts and proactively develops a plan for improved rating.
• Coordinates with the County’s Building Safety and Regulatory Services Department to ensure implementation of the Floodplain Management Program throughout the entire building permit and construction process.
• Promotes public awareness of the Floodplain Management Program through speaking engagements, advertising, and other programs.
• Provides routine field reviews, responds to specific complaints, and documents observations and investigations related to compliance with the County’s Floodplain Ordinance.
• Explains floodplain development requirements to community leaders, citizens, and the public.
• Maintains records and documents that keep the community eligible to participate in the FEMA’s NFIP and CRS program.
• Assists FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), Community Rating System (CRS) Program reviews, and other floodplain management program activities.
• Performs other duties as assigned.

Minimum Qualifications

• Bachelor’s Degree in Natural Risk Management, Floodplain Management, Emergency Management, Environmental Science, Engineering, Planning, Physical or Natural Science, Geographic Information systems (GIS), or a closely related field, and
• At least two (2) years’ experience in Floodplain Management or a related field, and
• Training and background in the National Flood Insurance Program (NFIP) and Federal Emergency Management; or
• Any equivalent combination of experience and training.
• Must possess and maintain a valid driver’s license.
• Must possess or be able to obtain the GSWCC Level IB or Level II certification within six (6) months of hire.
• Must possess or be able to obtain the Certified Floodplain Manager (CFM) certificate within twelve (12) months of employment.
• Must possess or be able to obtain the UAS Drone Pilot Certificate within twelve (12) months of hire.

During emergencies and disasters affecting Chatham County, you may be required to report to work as part of a disaster operations team.

In accordance with the Department of Transportation, Commercial Driver's License (CDL) holders and those employed in safety-sensitive positions are subject to random drug testing.

Candidates with direct and relevant experience may receive an offer of up to 10% above the minimum salary that is posted, reflecting their exceptional qualifications.
