This leadership role plays a key part in keeping Charlotte County’s transit system safe, efficient, and moving forward. The position oversees daily transit operations, coordinating staff, vendors, and resources to deliver reliable service while meeting all federal, state, and local requirements. You’ll supervise teams, set schedules, monitor performance, and provide hands-on guidance to ensure work is completed accurately and on time.

Safety and compliance are at the core of this role. You’ll oversee vehicle and equipment maintenance, ensure required inspections and safety programs are up to date, analyze trends to reduce accidents and costs, and lead safety communications and campaigns. Serving as the Designated Employer Representative (DER), you’ll manage the FTA drug and alcohol program, coordinate testing, maintain records, and ensure accurate DAMIS reporting.

This position also supports planning and accountability through grant compliance, budgeting assistance, vehicle specifications, and timely reporting to local, state, and federal agencies. You’ll collaborate with County departments, partner agencies, and community groups, represent transit on committees and boards, and provide exceptional customer service through effective problem-solving and communication. On-call support for incidents and ride checks may be required.

Education and Experience:

An equivalent combination of relevant training, education and experience:

  • Associates degree
  • Three (3) years of experience in transit safety control systems. 

Licenses and/or Certificates:

  • Within 90 days of position assignment:
    • Possess and maintain CPR and First Aid certifications.   
  • Within six (6) months of position assignment:
    • Class “C” with Passenger (P) endorsement Commercial Driver’s License (CDL).

Note:  In accordance with Section 322.031, Florida Statutes (F.S.), a Florida driver’s license must be obtained within 30 days of becoming employed or establishing residency.

This position requires knowledge of departmental policies, plans, and procedures, as well as proficiency with Microsoft Word, Excel, PowerPoint, and other job-related software. The role demands an understanding of modern governmental office practices, administrative support techniques, and office equipment, along with familiarity with computer operations, dispatching, route development, vehicle maintenance, and radio communications. Candidates should have knowledge of Florida Administrative Code 14-90 regarding transit operating safety and 427 FS related to Transportation Disadvantaged services, as well as National Transit Database (NTD) reporting requirements and associated data management. Strong communication skills, sound judgment, maturity, patience, and a demonstrated concern for elderly and disabled populations are essential.

The ideal candidate will be able to plan and schedule work for drivers and vehicles, prioritize and organize tasks, maintain accurate records and reports, and meet deadlines. This role requires the ability to interpret and apply federal, state, and county rules and regulations, prepare effective correspondence and reports, author procedure manuals, and perform routine administrative functions independently. Strong analytical, research, and problem-solving skills are necessary, along with the ability to provide guidance and customer assistance through multiple communication channels. The position also requires the ability to establish and maintain effective working relationships with internal and external stakeholders, operate a motor vehicle, and use computers for data entry, word processing, and accounting purposes.
