Position Summary
Under the supervision of the Charlevoix County Administrator/Human Resources Director, the Human Resources Coordinator manages day-to-day HR operations. Additionally, as part of the Administration department, this position takes on various roles to help assist in the day-to-day operations of Charlevoix County government.
Primary Responsibilities
- Oversees employee benefits including enrollment, changes, overall implementation of annual plans and programs and acts as liaison to carriers or agents
- Creates and posts job openings on Charlevoix County website, really, and various sites as needed.
- Coordinates the recruitment process including advertising positions, screening applications, scheduling interviews and preparing offer letters.
- Interviews applicants for open positions and makes recommendations to County Administrator/HR Director.
- Supports onboarding and orientation for new employees.
- Maintains accurate and confidential records in compliance with state and federal laws.
- Processes employment changes (new hires, separations, pay increases, etc.)
- Ensures compliance with federal (FLSA, FMLA, ADA, Title VII) state (ESTA) and local labor laws.
- Assists employees with leave administration including FMLA, ADA, workers compensation, etc.
- Updates and distributes HR policies and procedures.
- Drafts and updates job descriptions in alignment with County needs.
- Serves as a point of contact for employee concerns, ensuring issues are documented and escalated appropriately.
- Supports the County Administrator/HR Director in employee investigations, grievance responses, and disciplinary processes.
- Promotes a positive working environment and assists in developing strategies to enhance employee engagement.
- Provides support during union negotiations (e.g., prepares materials, takes notes, tracks proposals) and ensures HR practices align with contractual obligations.
- Coordinates employee training as needed.
- Drafts HR communications, reports, and correspondence.
- Works closely with the Administration Department on various day-to-day operations of the County as needed.
- Other duties assigned by the Charlevoix County Administrator/HR Director.
Job Location/Working Conditions
This position is based primarily in a professional, climate-controlled office environment. It requires extended periods of sitting and regular use of a computer, cell phone, and standard office equipment such as printers and copiers. The role may occasionally involve lifting or moving materials weighing up to 25 pounds, as well as occasional bending, reaching, or other physical movements associated with office work. Travel to other County facilities, or off-site locations may be required and may involve the use of a personal or County vehicle.
