This position will be filled at the Inspector I or II level. 

The level and salary offered will be dependent upon education and experience.

The minimum hiring salary for Inspector I $62,723.06.

The minimum hiring salary for Inspector II is $66,486.38.


The Department of Planning and Growth Management is searching for a Code Compliance Inspector who will be responsible for performing work with Building Code Enforcement and enforcing the provisions within those various codes. This position will perform duties that include, investigating external and internal complaints for things such as unpermitted structures, no use and occupancy violations, unsafe structures, investigating expired permits, responding to vehicles into structures, etc.  Additional duties will include performing quality control inspections for the third-party building and trades inspections contract, answering building code related questions for the general public and internal staff, and assisting permits staff as needed.
  • Leads, conducts, and participates in inspections to ensure compliance with approved plans, specifications, codes, laws and regulations.
  • Prepares reports as required. 
  • Leads, conducts, and participates in the investigation of complaints concerning potential code violations. Utilizes applicable enforcement actions and performs follow up inspections as needed.
  • Provides notification of violations to appropriate personnel. Performs follow up inspections as needed. Transfers information to the violation record/file.
  • Conducts a technical review of issued construction plans, specifications, as-builts, testing results, site development plans, and other items as assigned. Signs off on as-built approvals. Prepares cases and testifies in court and/or before boards and committees as required. Performs case preparation for all cases; posts legal notices, as necessary. Assists the County Attorney in the prosecution of code enforcement cases.
  • May train other inspectors as needed in specific inspection disciplines. Coordinates and communicates with property owners, developers, contractors, engineers, and other jurisdictional authorities to resolve complaints and/or issues ensuring compliance with the law, code, and regulations.
  • Coordinates with reviewers and permits staff to assist the public in obtaining permits or licenses to resolve their violations.
  • Ensures the assessment and collection of violation fees and fines.
  • Receives and responds to inquiries from the general public.
  • Prepares letters, correspondence, and reports.
  • Maintains files and reviews for follow-up investigations.
  • Transfers information to violation record.
  • Recommends the purchases of inspection supplies and equipment.
  • Works with other county departments during weather related and other emergencies. 
  • Performs quality control and on-call inspections as needed.
  • Schedules and oversees permit pre-construction meetings, preliminary inspections, substantial inspections and final inspections.
  • May lead and/or participate in Homeowner Association walkthrough inspections.
  • May lead or assist with the daily scheduling and routing of inspections in an effective and efficient manner.
  • Oversees contracted abatement work; requests and collects bids, verifies completion of work, and coordinates the processing of payments for services rendered.
  • Performs other related job duties as assigned.
Education and Experience:
Inspector I- High School Diploma/GED Required. Completion of a two-year program in Engineering Technology, Construction Management, Zoning, Planning, Enforcement or Inspection related field is preferred. For best consideration, two (2) years of experience in construction, construction management, trade work, zoning, planning, infrastructure inspection, or enforcement work. An equivalent combination of education, experience and training will be accepted. 
Inspector II- High School Diploma/GED Required. Completion of a two-year program in Engineering Technology, Construction Management, Zoning, Planning, Enforcement or Inspection related field is preferred. Four (4) years of experience in construction, construction management, trade work, zoning, planning, infrastructure inspection, or enforcement work. An equivalent combination of education, experience and training will be accepted.
Licenses or Certificates:
Must possess a valid driver's license.
Infrastructure/Environmental Inspector I 
  • Maryland Department of the Environment Sediment and Erosion Control Certificate must be obtained within one (1) year.
  • Confined Space Entry certification must be obtained within one (1) year.
  • MDOT SHA Temporary Traffic Control Manager Certification must be obtained within one (1) year.
  • OSHA Workplace Safety Training Courses, preferred.
  • This position is required to receive climate competency training level 2.
Infrastructure/Environmental Inspector II 
  • Maryland Department of the Environment Sediment and Erosion Control Certificate.
  • Confined Space Entry certification.
  • MDOT SHA Temporary Traffic Control Manager Certification.
  • OSHA Workplace Safety Training Courses.
  • This position is required to receive climate competency training level 2.
Building Code Inspector I
  • International Code Council (ICC) Residential Inspector Certification required within one (1) year.
  • International Code Council (ICC) Commercial Inspector Certification required within one (1) year.
  • This position is required to receive climate competency training level 1.
Building Code Inspector II
  • International Code Council (ICC) Residential Inspector Certification.
  • International Code Council (ICC) Commercial Inspector Certification.
  • This position is required to receive climate competency training level 1.
Planning and Zoning Inspector I
  • International Code Council (ICC) Zoning Inspector Certification required within one (1) year.
  • International Code Council (ICC) Property Maintenance and Housing Inspector required within one (1) year.
  • This position is required to receive climate competency training level 1.
Planning and Zoning Inspector II
  • International Code Council (ICC) Zoning Inspector Certification.
  • International Code Council (ICC) Property Maintenance and Housing Inspector. 
  • This position is required to receive climate competency training level 1.
Property Maintenance and Housing Inspector I
  • International Code Council (ICC) Property Maintenance and Housing Inspector required within one (1) year.
  • This position is required to receive climate competency training level 1.
Property Maintenance and Housing Inspector II
  • International Code Council (ICC) Property Maintenance and Housing Inspector. 
  • This position is required to receive climate competency training level 1.

Knowledges, Skills, and Abilities 
  • Knowledge of the purpose and nature codes, regulations, and ordinances.
  • Knowledge of construction methods, materials, standards, and applicable codes.
  • Knowledge of standard, land surveying, and construction testing equipment and methods.
  • Knowledge of PC Operations.
  • Knowledge of the principals and practices of assigned specialty/discipline area. Discipline areas may include Building Code enforcement, Water, Sewer, Grading, Storm Drainage, Stormwater Management, Sediment & Erosion Control, Roads, Stormwater Management Maintenance, Zoning and Nuisance.
  • Knowledge of basic soils engineering principles.
  • Knowledge of the County’s geographical area to plan daily routes in an effective and efficient manner.
  • Ability to exercise initiative, make sound independent decisions, deal with non-routine matters and assist in routine managerial decisions.
  • Ability to analyze situations accurately and adopt effective course of action.
  • Ability to conduct on-site inspections of structures and ground in varying conditions.
  • Ability to conduct investigations using effective investigative techniques and provide follow up enforcement.
  • Ability to read blueprints, interpret and apply applicable ordinances, rules, regulations, standard specifications, and details to varied engineering and related situations.
  • Ability to bring design conflicts and/or issues to the attention of the appropriate personnel.
  • Ability to assist the public, clientele, and others in utilizing services and departmental policies and procedures.
  • Ability to maintain and write clear and concise records and prepare related reports and correspondence.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others encountered in the work; work under difficult and/or stressful situations.
  • Ability to organize work, set priorities, meet critical deadlines, and follow up on assignments with a minimum direction.
  • Ability to carry out daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard and varying situations.
PHYSICAL DEMANDS
The work is mostly sedentary with periods of light physical activity and is performed in office and field surroundings.  Typical positions require workers to walk or stand for long periods; walk over uneven terrain; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards.   The work requires the ability to speak normally and to use normal or aided vision and hearing and to detect odors.   Working in adverse weather conditions may be required. 
WORK ENVIRONMENT
Work is subject to frequent interruptions and short notices for investigations. This position may require working extended hours, nights, weekends, and holidays, as necessary.  

Must be willing and able to work effectively during extreme weathers conditions. during regular hours and for on-call situations.  
Must be willing to enter potentially unsafe structures or conditions during extreme weather events to determine structural integrity. Must maintain proficiency in multiple discipline areas of inspection and code enforcement.
Must be willing and able to enter confined spaces such as storm drains, sewer manholes, and other underground or enclosed structures in accordance with safety procedures and regulations.
