Job Summary
Charge is seeking a Program Manager with strong skills in team leadership and project delivery, experience with utility construction project or program management and a proven track record of completing projects safely and with high quality. The role of the Program Manager is to deliver a portfolio of projects and programs safely, efficiently, and with high-quality through leadership of a team of Project Managers (PMs).
Duties/Responsibilities
- Ensure that PMs have adequate resources (funding, people, time), education and technical support to fulfill the program’s objectives.
- PM Tools to support cost review process
- Invoice / Coding Tracking – Allocation process
- Empower PMs while maintaining field relationships
- Performance manage and provide career development opportunities and coaching for the PM team
- Maintain a high level of communication between the PM team(s) and the functional groups (i.e., estimating, safety, quality, field resources). o Agree – All groups need to be involved; need to improve
- Lead monthly cost forecasting activities for the program.
- Escalate project issues to the VPI/Charge leadership team as needed.
- Management and communication of program changes with the client and the project team.
- Leadership of the PM team to clearly communicate the program’s scope, schedule, budget and any other requirements to the PM team.
- Meetings with subcontractors to maintain relationships and provide performance management, ensuring alignment with client standard/specifications.
- Active communication with clients to keep them apprised of project status and potential changes in alignment with job owner goals.
- Supporting the preparation of proposals.
- Review and approval of all program-level deliverables to assure the quality and timeliness of project deliverables.
- Development of a program staffing plan and selection of appropriate qualified technical personnel to perform specific program task assignments.
- Monitors program performance against assigned budgets, reviews and provides quality control on cost to complete estimates, apprises VPI/Charge leadership of status and recommends corrective action as needed as well as assure conformance with customer commitments.
- Ensure that project decisions are made within the broader context of safety adherence and financial stewardship, and the need to meet customer and quality requirements.
- Provide support for field operations team with respect to technical requirements and the management of scope, schedule and resources.
- Lead annual and longer-term planning activities for the program.
- Allocate PM resources to projects; actively manage those resources on an ongoing basis.

- Lead their team with a common goal of doing what’s best for all customers, internal and external, in the long term.
- Ensure adequate training, tools, systems, and other resources are available for their teams.
- Build relationships with their peer managers across the company, partnering to ensure the sustainability of their programs.
- Endorse and implement company programs, support employee development, and encourage innovation and creativity.
- Bachelor’s Degree or higher in engineering, project management, business, or construction management preferred
- 5 years of applicable leadership experience in the construction industry
- 10 years of project management experience
- Manage small PM teams and/or teams with a high level of autonomy
- Manage 15 active construction projects at any time
- Manage $20M annual portfolio value
- PMP Certification or Construction Management equivalent preferred
- Must be able to lift up to 10lbs
- Work at a desk and on computer approximately 6-8 hours per day
- Perform with frequent interruptions and/or distractions
- Perform effectively under conditions of fluctuating workload
- Uses telephone and email to communicate with vendors, customers, and co-workers
Salary : $150,000 - $205,000
