POSITION SUMMARY:
The Director of Data is responsible for developing and leading a proactive enterprise data management strategy that advances operational excellence, financial sustainability, compliance and health equity. This role builds and governs a scalable informatics structure to ensure data is accurate, secure, interoperable, and actionable. The Director leads data governance, enterprise analytics, and health information management functions, enabling data informed decisions that improve patient and community outcomes.
SPECIFIC RESPONSIBILITIES:
Data Governance and Strategy:
1. Create a unified data strategy that aligns data governance, and analytics with organizational goals.
2. Design and implement a comprehensive data governance framework addressing data quality, security, ownership, accessibility, compliance and standardization.
3. Establish metrics and data standards, policies, and procedures to ensure data integrity, privacy and security across the organization.
4. Oversee, build, and standardize datasets to align with clinical, financial, administrative and operational needs.
5. Lead efforts to identify, monitor, and resolve data quality/integrity issues.
6. Implement tools and processes for data validation, normalization, and standardization.
7. Integrate governance technologies with existing systems like EHRs, CRMs, and data warehouses.
8. Manage the collection, storage, retrieval, and security of patient health information ensuring compliance with TEFCA/CURES/HIPAA regulations.
9. Monitor the performance of governance tools and processes.
10. Ensure compliance with healthcare regulations and promote ethical data use.
11. Oversee audits, data-sharing agreements, and compliance monitoring.
12. Stay informed about industry trends, emerging regulations, and advancements in data governance practices.
Data Analytics and Business Intelligence:
13. Lead the development and implementation of advanced analytics solutions.
14. Collaborate with departments and leaders to understand data gaps and needs and propose solutions.
15. Drive data-driven decision-making by providing actionable insights.
16. Use data analytics to identify and stratify health trends, patterns, and disparities across patient populations and translate data into actionable insights.
17. Utilize data to inform strategic decisions and improve patient outcomes.
18. Oversee compliance with mandated data reporting, including GPRA, HEDIS, OSHPD (HCAI), and other state, federal and managed care requirements.
19. In coordination with the Director of Technology & Information Security, ensure accurate system configuration to capture required data elements.
20. In coordination with the Learning and Development team and the Director Technology and Security, ensure ongoing electronic record application training, focused on data literacy and stewardship.
21. Oversee ethical AI integration in alignment with organizational policy and strategy including algorithm transparency and bias mitigation.
22. Stay abreast of emerging data sources including patient-generated data, wearables, RPM, and consumer app integrations.
Quality Program:
23. Directs and oversees the Quality and Performance Improvement (QAPI) Program in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards.
24. Monitors the effectiveness of information systems and data management processes supporting the measurement, provision and assessment of clinical quality.
25. Ensures systems are in place to capture and use data to provide meaningful measurements of patient care and patient experience for clinical operations.
26. Oversees the annual GPRA, HEDIS, and PCMH data collection process, ensuring that all opportunities to increase key performance rates have been explored and acted
upon.
27. Ensures a system that supports evidenced based clinical and safety-related decision making at the point of care.
28. Advises clinical and administrative leadership on important quality initiatives, state and regulatory requirements, and best practices related to quality and patient safety, and prepares appropriate reports for the BOD.
29. Partners with the agency leaders on process redesign, performance improvement projects and clinical standardization; provides leadership and coaching to drive performance improvement throughout the agency.
30. Monitors organizational outcomes against external benchmarks, evidence- based knowledge and industry best practice.
Leadership:
31. Drive organizational awareness of data governance through training, communication, and advocacy.
32. Educate teams on the importance of data quality, compliance, and ethical data usage.
33. Act as a change agent to foster a culture of data-driven decision-making and data reliance within the organization.
34. Build, lead, and mentor the HIM and Quality Improvement teams to create an integrated and collaborative data team focused on efficiency and accuracy.
35. Communicate priorities, goals, standards, and updates to staff in a timely and professional manner.
36. Oversee staff performance including development goals, coaching, performance reviews, and corrective action, as needed.
37. Promptly address and resolve disruptive team dynamics in a manner that reflects CDIH values.
38. Foster a positive work environment focused on "team-based" care and Chapa-De mission, vision and values.
39. Participate in the talent acquisition process.
40. Establish a leadership presence within all CDIH locations.
41. Maintain compliance with all state and federal laws and regulations, as they pertain to position including; HIPAA, sexual harassment, Scope of Practice, Accreditation Standards, OSHA etc.
42. Understand and promote the mission, vision, and values of Chapa-De both in the workplace and in the community.
MINIMUM QUALIFICATIONS:
1. Bachelor's Degree in Health Informatics, Data Analytics, Information Technology, or related field; or combination of equivalent experience and education.
2. Five (5) years' progressively responsible leadership experience in healthcare data management.
3. 5 years' leadership experience in quality improvement in a healthcare setting.
4. Proven leadership experience in healthcare data management, analytics, quality improvement, and strategy.
5. Strong understanding of population health management concepts and methodologies.
6. Excellent communication and interpersonal skills.
7. Excellent problem-solving and decision-making skills.
8. Demonstrated ability to lead and motivate teams.
9. Knowledge of data privacy and compliance regulations (e.g., HIPAA, GDPR).
10. Demonstrated ability to collaborate with cross-functional teams, including IT, clinical, and administrative staff.
11. Current and in good standing: valid driver's license, vehicle insurance and DMV report.
PREFERRED QUALIFICATIONS:
12. Experience with EClinicalWorks EHR.
13. Master's degree in public health, Business or related field
14. Experience with healthcare data standards (e.g., HL7, FHIR, ICD-10, CPT, CCDA).
