Job Summary
The Proposal Specialist plays a critical role in supporting CVE’s pursuit efforts by developing clear, compelling, and high-quality proposals and associated materials. This position collaborates with technical staff to organize information, craft persuasive content, and produce well-designed, compliant submittals that reflect CVE’s standards. Exceptional attention to detail, strong writing and editing skills, and the ability to manage multiple deadlines are essential to success in this role.
Job Responsibilities
- Lead the preparation of SOQs and proposals for transportation, multi-modal and water resources infrastructure design projects.
- Coordinate with project managers, engineers, and survey staff to gather technical content to generate project descriptions, resumes, and other required information.
- Develop, edit, and format written content, ensuring clarity, accuracy, compliance with RFQ/RFP requirements, and alignment with the firm’s brand and messaging.
- Manage proposal schedules, including internal deadlines, review cycles, and final production milestones.
- Prepare supporting materials such as project sheets, staff bios, cover letters, organizational charts, and graphics.
- Develop and maintain a proposal content library, including resumes, project descriptions, graphics, boilerplate text, and firm qualifications.
- Ensure quality control across all submittals, including proofreading, formatting consistency, and adherence to submission specifications.
- Coordinate with subconsultants, collecting content such as resumes, project sheets, and scope narratives.
- Support marketing efforts such as conference attendance, presentations, and collateral updates as needed.
- Prepare high quality proposals and marketing materials, working with CVE technical, marketing, and graphics staff and teaming partners.
- Write new material, rewrite existing material to emphasize sales themes, and collect and compile information from other authors. Interview staff to customize resumes and project descriptions to meet proposal requirements and messaging.
- Implement proposal best practices on every proposal effort undertaken.
- Implement strategies to elevate CVE’s brand and technical talent with industry associations, and plan and fulfill conference sponsorship benefits, as needed.
Education/Certifications/Experience/Skills
- Bachelor's Degree in Communications, Journalism, Marketing, English or Business required.
- More than five (5) years in proposal development with experience in the A/E/C industry highly preferred.
- Proficiency in Adobe InDesign, Photoshop, and Illustrator is preferred.
- Extensive knowledge of Microsoft Word, Excel, and PowerPoint.
- Experience in proposal planning, coordination and production.
- Ability to manage multiple deadlines, work independently, and collaborate with cross-disciplinary teams.
- Strong writing, editing, and proofreading skills with the ability to clearly communicate technical concepts.
- Familiarity with transportation/municipal/water resources facets of civil engineering and surveying services is preferred.
- Excellent verbal and written communications skills are critical.
- Must be flexible with work schedule and able to adjust to multiple and concurrent deadlines.

Pay: $85,000.00 - $105,000.00 per year
