The Human Resources Manager will oversee employee relations, benefits administration, compliance, recruitment, policy development, and workforce planning for a diverse employee population. This individual will serve as a trusted advisor to district leadership while ensuring HR practices align with federal and state regulations, district policies, and strategic objectives.
Key Responsibilities
- Lead and manage all HR functions including recruitment, onboarding, employee relations, performance management, and retention initiatives.
- Partner with district leadership on personnel decisions, organizational planning, and workforce development.
- Serve as the primary liaison with benefits brokers, insurance carriers, and third-party administrators.
- Manage annual benefits renewals, open enrollment, employee communications, and wellness initiatives.
- Ensure compliance with federal, state, and local employment laws, including FMLA, ADA, FLSA, COBRA, Title IX, and other applicable regulations.
- Provide guidance and recommendations on employee relations matters, investigations, disciplinary actions, and conflict resolution.
- Maintain and update HR policies, procedures, and employee handbooks.
- Support contract administration and labor relations activities, including collective bargaining preparation and implementation.
- Analyze HR metrics and trends to support strategic decision-making and continuous improvement initiatives.
- Oversee employee leave programs, accommodations, and workers' compensation processes.
- Partner with administrators to develop and implement professional development and employee engagement programs.
Required
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field.
- 5 years of progressive HR leadership experience.
- Strong knowledge of employment law, compliance requirements, and HR best practices.
- Experience working directly with benefits brokers and managing employee benefit programs.
- Demonstrated success handling employee relations issues, investigations, and policy interpretation.
- Excellent communication, leadership, and organizational skills.
- HR experience within a K-12 school district, educational institution, municipality, or other public-sector environment.
- Experience supporting unionized employees and collective bargaining agreements.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- Familiarity with Michigan public school employment practices and regulations.
