What are the responsibilities and job description for the Elections Coordinator position at Centre County, Pennsylvania?
- Educates and informs residents of election process being an elector, candidate, and/or political worker.
- Maintains nonpartisan demeanor.
- Processes and maintains petition filings for Countywide, District Judge, municipal, and school director candidates.
- Ensures electors are assigned to correct precinct by utilizing the County GIS mapping system by researching new streets, number ranges and assigning to proper precinct/precinct slip in the SURE system.
- Identifies, confirms, and coordinates polling locations for each precinct.
- Maintains file and records for department and monitors candidate campaign reports.
- Oversees recruitment, procurement, and training of electors to be poll workers, including clerks, inspectors, and judges of elections. Responsible for ensuring all local election boards are filled.
- Responsible for programming the tabulation equipment for elections as well as programming the system with the appropriate candidates and ballot preparation with candidates in the appropriate districts in accordance to elections districts.
- Assists with absentee ballot and mail-in ballot inbound process, including pre-canvassing, canvassing, and computation of ballots.
- Assists with Election Night returns.
- Performs Risk Limiting Audit (RLA) as required by the Pennsylvania Department of State.
- Processes, monitors, and maintains candidate and committee finance statements and reports.
- Assists with the voter registration of electors, updates and changes on the statewide database of electors.
- Maintains knowledge of SURE system, including routine updates.
- Maintains knowledge of an ability to research the Pennsylvania Elections Code.
- Maintains files and records for department, including retention schedule for ballots and election-related material.
- Assists in updating County Linux database in reference to elected officials.
- Creates legal ads/notices as required by the Pennsylvania Department of State.
- Works with webmaster to update Elections & Voter Registration webpage.
- Makes deposits to the Treasurer’s office for funds received from petition filing, late fees, copy fees, etc.
- Approves and submits timecards in the absence of the department head.
- Answers public inquiries or directs callers to responsible agency or department.
- Assists with preparing and processing purchase orders for supplies as needed, including thoroughly researching various types of elections equipment.
- Receives and distributes mail and prepares replies to routine inquiries.
- Acts as liaison between County departments, municipal governments, and state agencies.
- Operates computer and other office equipment as needed.
- Trained in all functions of the Voter Registration Coordinator to serves as back up to the position as needed.
Qualifications
Required Education: High school diploma or equivalent. Plus two (2) years business school preferred. Required Experience: Three (3) years working experience in a professional office environment with public service background preferred.
