Human Resources Benefits Manager

Position Status:  240 Days

FLSA Status:  Exempt

 

Job Goal/Summary:  The Benefits Manager is responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, life insurance, flexible spending plan, retirement plans, etc.).  This position will provide excellent customer service.

 

QUALIFICATIONS:

  1. Minimum of 3 - 5 years' experience in Benefits Administration and/or Human Resources.  Prior succesful experience in the educational setting is strongly preferred.
  2. Bachelor's degree in Human Resources, education or related field preferred.
  3. Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, COBRA, FMLA, Section 125, Medicare and Social Security.
  4. Excellent oral and written communications skills.
  5. Ability to work independently and exercise professional judgment in decision-making.
  6. Ability to maintain confidentiality and use discretion when dealing with sensitive personnel issues.
  7. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

  • Extensive knowledge of employee benefits and applicable laws
  • Problem-solving skills
  • Proficient in MS Office;especially Excel and Word
  • Good organization and multi-tasking skills
  • Works well independently and in a team setting
  • Effective planning and priority setting.  Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.

RESPONSIBILITIES:

  • Prompt and regular attendance.
  • Manages and monitors accounting, reconciliation and auditing of all benefits activities.
  • Implements appropriate processes relative to the Affordable Care Act (ACA);monitors and evaluates ACA activities to ensure compliance with regulations.
  • Prepares state and federal reports, reconciling wage and employment data to ensure accuracy.
  • Provides effective and efficient customer service to district employees and external stakeholders in relation to premium and insurance inquiries.
  • Interprets benefits policies and provides clarification to district employees as necessary.
  • Ensures the accuracy of all benefits enrollments in the Human Resources Information System to provide vendors with accurate eligibility information.
  • Coordinates with payroll to ensure benefit deductions are withheld timely and accurately.
  • Assists with new hire orientations.
  • Assists employees regarding benefits claim issues and plan changes.
  • Distributes all benefits enrollment materials and determines eligibility.
  • Enrolls employees with carriers and processes life status changes.
  • Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments status changes and other general inquiries.
  • Responds to 403B/457B inquiries from managers and employees relating to enrollments, plan changes and contribution amounts.  
  • Oversees the open enrollment process.
  • Receives and processes all Teacher Retirement System forms (Retirement Certification Report, Sick Leave Certification, etc.).
  • Coordinates Teacher Retirement System workshops and counseling sessions.
  • Serves as primary contact for plan vendors and third-party administrators.
  • Documents and maintains administrative procedures for assigned benefits processes.
  • Coordinates daily benefits processing.  Handles enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims.
  • Oversees maintenance of employment benefits files, maintains group benefits database and updates employee benefit deductions.
  • Gathers employee data and oversees the processing of monthly billings and the preparation of vouchers for payment for all group plans.
  • Oversees the FMLA process/leave.
  • Oversees Paid Parental Leave Process
  • Other duties as assigned by Supervisor or Superintendent of Schools

Physical Requirements:

      Able to perform routine physical activities that are required to fulfill job responsibilities including:

      Light work:  Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or up to 10 pounds as needed to move objects.

Terms of Employment:

      Salary shall be paid consistent on the System's approved salary schedule.  Length of work year and hours of employment shall be established by the system.

 

Evaluation:

      Performance of this job will be evaluated by the Executive Director of Human Resources.

 

Salary : $50,564 - $78,777
