240 Day Position
Job Goal/Summary: Oversees all Human resources management and employment functions for the school district.
Supervises: Human Resources
QUALIFICATIONS:
- Master’s degree or higher in related field from a Professional Standards Commission approved accredited college or university
- Minimum of 5 years’ experience of exceptional leadership in Human Resources management related to school districts or school administrative positions in a public school setting in Georgia
- Hold or be eligible for a valid Professional Standards Commission approved certificate in Educational Leadership or acceptable equivalent work experience required
- Preferred Human Resources Management (SHRM) certification
- The successful applicant will have extensive knowledge of federal, state, and local human resource laws, rules, and regulations; knowledge of Georgia Professional Standards Commission procedures, rules and regulations to include certification and highly qualified requirements; knowledge of Georgia school laws and local School District policies and procedures; and familiarity of current trends and best practices in all assigned areas

RESPONSIBILITIES:
- Prompt and regular attendance
- Supervises and evaluates: Assistant Directors, Personnel Secretary and other personnel department staff
- Advise the Superintendent of all personnel matters
- Attends board meetings and prepares and presents personnel recommendations for appointment to the Superintendent as requested
- Makes recommendations and execute approved transfers
- Oversees the recruitment of all certified and classified personnel and plans, directs, and maintains a program of selection and assignment of professionally qualified teachers and personnel
- Maintains complete and accurate personnel records for all employees
- Coordinates and oversees onboarding and orientation of new employees to the school district
- Complies statistical data and other information as needed
- Directs the accurate submission of the Certified Personnel Index (CPI) reports
- Records and reports accurate employee demographic data for successful submission of all required federal, state, and local reports
- Maintains up-to-date job descriptions for all positions
- Oversees certificate renewal and insures certificate requirements are met and assists new employees with the overall process
- Oversees student teacher assignments
- Assists in maintaining local board policies related to section G - Personnel
- Attends approved conferences to stay informed of “best practices”
- Oversees leave records for all employees
- Oversees all evaluations of staff including TKES and LKES
- Oversees preparation of budget items related to HR department
- Oversees Sick Leave Bank, Compliance Director, FMLA and Unemployment hearings
- Establish, coordinate, and maintain the substitute teacher program
- Reviews criminal history reports
- Responsible for coordinating the Workers’ Compensation process
- Supervises the employee benefits process, annual open enrollment process, ACA, TRS reporting and return to work procedures
- Distributes separation notices to applicable individuals
- Responsible for preparing and distributing employment contracts and addendums
- Develops and supervises the personnel department budget
- Participates in investigations of reports of misconduct, arrests, or illegal activities of personnel and files appropriate documentation
- Updates forms and paperwork to ensure compliance with rules and regulations
- Serves as a communication source for employees
- Works with employees and supervisors to resolve issues and address concerns
- Performs such other tasks and assumes such other responsibilities assigned by the supervisor or Superintendent of Schools
Physical Requirements:
Able to perform routine physical activities that are required to fulfill job responsibilities including:
Light Work: Exerting 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or up to 10 pounds as needed to move objects.
Terms of Employment:
Salary shall be paid consistent on the System’s approved salary schedule. Length of work year and hours of employment shall be established by the system.

Performance of this job will be evaluated by the Chief Operations Officer
