BASIC FUNCTION:

The Director of Facilities oversees the strategic and operational management of CMHA's physical infrastructure, ensuring all properties—including emergency shelters, residential housing, and the Resource Center—are safe, compliant, and supportive of the agency’s mission to end homelessness. They will lead maintenance teams, manage large-scale capital projects, and coordinate with external vendors to preserve the quality of the agency's housing stock and corporate offices.

The Director of Facilities participates in all construction projects including renovation and new construction. They will ensure compliance with applicable facilities regulations at the federal, state, and local levels. The Director of Facilities will coordinate all health and safety and emergency management response plans to certify safe and proper work practices at all sites. They will also regularly review utility trends and consumption, offering ideas for energy conservation opportunities and efficiency improvements.

The Director of Facilities will manage the Elder Home Repair Maintenance (EHRM) and Donations Clearinghouse (DCH) programs. The Director of Facilities requires significant exercise of sound judgement and discretion in managing day-to-day operations and staff. They will be personable and have the ability to connect with various groups of people while operating in a significantly independent capacity.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervisor Responsibilities

o Oversee the assigned EHRM and DCH staff including a minimum of bi-weekly supervision, performance evaluations, coaching, training and professional development to maximize productivity and enhance job satisfaction.

o Regular monitoring of program outcomes to ensure excellence with achieving programmatic goals.

  • Portfolio Management & Strategy

o Oversee the maintenance, repair, and long-term capital planning for all CMHA properties, from emergency shelters to scattered-site residential units.

o Develop and implement a multi-year capital improvement plan to ensure the sustainability of housing assets.

o Direct the transition of new construction or major renovation projects from the development phase to day-to-day operations.

· Operations & Maintenance

  • Establish and manage a robust preventative maintenance program for all mechanical, electrical, and plumbing systems (HVAC, fire safety, etc.).
  • Monitor the work order system to ensure maintenance requests are addressed timely and effectively.
  • Serve as the on-call lead for facilities-related emergencies, coordinating responses to minimize disruption for residents and staff.
  • Safety & Compliance
  • Ensure all facilities meet HUD NSPIRE and Housing Quality Standards (HQS), local building codes, and OSHA safety regulations.
  • Conduct routine site inspections and annual audits to identify and mitigate safety hazards or security gaps.
  • Manage and test life safety systems, including fire alarms, sprinklers, and emergency preparedness plans.
  • Budgeting & Vendor Management
  • Develop and monitor the annual facilities and capital project budgets.
  • Evaluate utility trends and research efficiency improvements.
  • Negotiate and manage service contracts for utilities, landscaping, janitorial, and specialized trades.
  • Oversee the procurement process for materials and equipment in compliance with agency and federal requirements.

Qualifications:

Required Qualifications

  • Massachusetts Construction Supervisor License (CSL) required.
  • Experience: 5–7 years of facilities management experience, preferably in a non-profit, multi-site housing, or public agency setting.
  • Minimum of three years supervisory experience of both employees and contractors preferred.
  • Education: Bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related field; or commensurate professional experience.
  • Must possess knowledge of facilities, building systems, construction, OSHA regulations, building codes, environmental agency requirements, life safety standards, financial and asset management, and capital planning and management.
  • Technical Skills: Deep knowledge of building trades (HVAC, plumbing, electrical) and proficiency with facility management software (CMMS).
  • Soft Skills: Strong leadership, negotiation, and problem-solving abilities with a commitment to trauma-informed service delivery.
  • A valid driver’s license and access to a personal vehicle for site visits are required.

Pay: $120,000.00 - $125,000.00 per year
