GENERAL DESCRIPTION

Performs advanced (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This role may involve supervising employees who are pending licensure. In these cases the supervisor will ensure these employees meet performance expectations and receive the appropriate level of guidance and support during the licensure process. Will be responsible to meet with employee and provide status updates to senior management in regards to agreed upon timelines to obtain full licensure.  Reports to senior management will detail any performance concerns, impacts on departmental operations as well as document any licensure-related issues or delays and outlining strategies to address them. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides oversight, management, supervision, consultation and support to all staff, clinical and administrative, assigned to the Children’s Mental Health division.
  • Provides ongoing direct support to CMH staff through regular division staff meetings that address service delivery needs and requirements, policies and procedures, Center initiatives and staff development.
  • Responsible for the service delivery system of Children’s Mental Health to include ensuring compliance, fidelity, productivity and access requirements are met in accordance with the performance contract(s).
  • Responsible for the metrics that are relevant to CMH by developing, monitoring, analyzing and/or overseeing all data elements and reports utilized for program management or in response to special requests.
  • Assures program quality is maintained by conducting reviews, analyzing consumer satisfaction surveys, informal and formal feedback and external reviews.
  • Utilizes data to determine initiatives for continuous quality improvement and monitoring established key performance indicators. 
  • Develops and maintains effective relationships with community members, stakeholders and agencies, particularly with the ISD’s and hospitals within the catchment area.
  • If assigned supervisory responsibilities, supervisor shall apply the principles, techniques and procedures of Positive Coaching in order to increase collaboration and build job skills, meeting with employees on a scheduled basis, depending on the position at least monthly or quarterly to provide formal coaching. For new hires or internal transfers, Manager/Director will provide at least two coachings within the conditional employment period which is typically six months in length.
  • Provides expertise and consultation to internal and external stakeholders on children’s services, policies, and procedures.
  • Employs and supports the Trauma Informed Care approach to services, consumers and staff.
  • Represents CCS at state and regional meetings as it pertains to children’s services, including regular attendance at the CMH consortia meetings, and disseminates information to Center leadership and staff, as appropriate.
  • Demonstrate high ethical standards, trustworthiness, and personal integrity.  Regular attendance, dependability, and promptness are required for the 8-5 work day or agreed upon hours 100% of the time, to ensure consistency and completeness of program’s processes.
  • Must stay compliant with all required training.
  • Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures.  Complete continuing education as required by professional standards and the Center.
  • Frequent daily driving within the catchment area is required.

GENERAL QUALIFICATIONS

Experience/Education/Licensing/Certification

  • Minimum of three years’ program management experience in a social services setting 
  • Bachelor’s degree in social services such as psychology, social work, sociology, business, or related fields.
  • Experience in project and program implementation, program development, and program sustainability.

Preferred Requirements

  • Clinical and administrative experience working with individuals with a mental illness and/or co-occurring substance abuse disorder in an outpatient, inpatient or emergency setting; 
  • Graduation from an accredited Masters Level or Doctoral program with a degree in the mental health field and clinical licensure as an LPC, LCSW, LMFT, or Licensed Psychologist (LP). 

Knowledge/Skills/Abilities

  • Demonstrate professional, ethical, and respectful conduct in all interactions, consistent with Central Counties Services’ mission, trauma-informed care principles, cultural sensitivity, and Center policies.
  • Must have extensive knowledge of clinical supervision of other professional or paraprofessional staff, knowledge of the system of care in the mental health field.  
  • Must have an advanced knowledge of current treatment interventions for individuals who have a mental illness and/or co-occurring substance abuse disorder, psychopharmacology, and diagnostic skills. 
  • Must have specialized knowledge of mental health treatment modalities and the diagnosis of these illnesses.
  • Knowledge of local, state and federal laws related to the program area; public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.

  • Ability to establish and maintain effective working relationships with staff, other agencies and the general public using tact, courtesy and good judgment.

  • Must have a valid drivers’ license with insurable record.
