THE POSITION

RECRUITMENT RE-OPENED*

Central San, a progressive public utility, is seeking a Shift Supervisor. This position supervises the daily operation of the District's wastewater treatment facility including primary, secondary, tertiary, and solids treatment processes; performs administrative and managerial duties including training and evaluating plant personnel; schedules work assignments; maintains appropriate records and logs; and monitors the use of chemicals.

Typical Duties Include

  • Directing and assisting in the start-up, maintenance, operation, inspection, and shutdown of all major plant equipment.
  • Utilizing a centralized computer control and process monitoring system to observe plant processes and equipment functions, evaluate data received, and make appropriate changes to maintain an efficient process.
  • Identifying mechanical, electrical, instrument, and equipment problems, deficiencies, and malfunctions; and documenting concerns.
  • Monitoring, coordinating, and responding to plant emergencies and security problems.

The Ideal Candidate

This Position Requires An Individual Who Can Work Independently And Interact With a Variety Of Staff In The Organization, Other Agencies, And The Public While Supplying The Highest Level Of Customer Service. The Ideal Candidate Should Possess

  • Knowledge of advanced wastewater treatment processes including primary, secondary, tertiary, and solids processes, and Federal, State, and local regulations.
  • Knowledge of equipment including centrifuges, steam turbines, centrifugal blowers, multiple hearth furnaces, electrical power production utilizing co-generation and emergency generators, ultraviolet disinfection, and water tube and fire tube boilers.
  • Knowledge of safety precautions including, but not limited to, Cal/OSHA General Industry Safety Orders, the District's Respiratory Protection Program, and Safety Directives.
  • Ability to perform process control tests and adjust plant operations accordingly.
  • Experience in supervising and training personnel.
  • Experience in maintaining and adjusting operating schedules to meet changing conditions or emergencies.

Experience

MINIMUM QUALIFICATIONS

Four years of full-time wastewater treatment plant operations experience, including at least two (2) years of lead responsibility.

Education

Equivalent to the completion of the twelfth grade.

Licenses And Certificates

  • Possession of a California State Water Resources Board Grade III Wastewater Treatment Plant Operator’s Certificate. Must obtain Grade IV within two years of hire.

SELECTION PROCEDURE

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list established by this recruitment may be used to fill future vacancies in this classification.

Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.

Successful candidates not currently employed in regular status by the District must pass a drug screen as part of a pre-employment physical to be considered for appointment.

Insurance

The Central Contra Costa Sanitary District offers a generous benefit package to employees. Detailed information can be found on the benefits page of the District's website. This classification is represented by Management Support/Confidential Group. The benefits include:

Mid-management and confidential employees enjoy fully paid dental, vision, and life insurances. Employees have a choice of medical plans which includes chiropractic. Kaiser and HealthNet SmartCare are full paid by the District. Employees entitled to dual health coverage may receive an additional $400 per month with the entire amount contributed to deferred compensation in lieu of a second coverage.

Retirement

District employees are members of the Contra Costa County Employees' Retirement Association (CCCERA) with reciprocity to CalPERS.

A retirement benefit is based upon a formula which includes the employee's age, salary, and years of service. The formula for new employees is 2%@ 62 unless reciprocity is established with an eligible retirement system. The formula for new employees with reciprocity is 2%@ 55.

Leaves

The District offers liberal vacation and sick leave benefits as well as 13 paid holidays per year. Mid-management and confidential employees earn 24 hours of administrative leave annually.

Deferred Compensation

The District does not participate in the Social Security System except for a mandatory Medicare contribution. Instead, the District contributes to a 401(a) Money Purchase plan an amount equivalent to the employer portion of contributions to the Social Security System (currently 6.2%) in addition to salary. The District also offers employees an optional Deferred Compensation 457 plan with a choice of savings and investment options.

Cafeteria Plan

Mid-management and confidential employees are allowed $220 each month toward the selection of additional benefits.

Other benefits enjoyed by District employees include overtime, an employee assistance program, a tuition reimbursement plan, longevity compensation, a registration differential, a sick leave incentive program, retiree benefits, credit union privileges through the 1st Northern California Credit Union, and a comprehensive wellness program including an on-site gym facility.
