POSITION: Director of Human Resources
LOCATION: Administrative Services Center
AVAILABLE: 12-month/Full time (261 days)
COMPENSATION: Salary in accordance with Act 93 Agreement.

DESCRIPTION:
The Central Bucks School District, located 30 miles north of Philadelphia, is seeking qualified applicants for the Director of Human Resources. The Director of Human Resources is a cabinet-level position that reports directly to the Superintendent of Schools.
The Director of Human Resources will provide strategic leadership and oversight of the human resources functions within a large, suburban school district. This role is responsible for managing HR operations, including recruitment, retention, employee relations, labor relations, benefits administration, and compliance with state and federal regulations. The Director will work collaboratively with district leadership to foster a positive and productive work environment, ensuring that all HR practices align with the district's mission, vision, and goals.
Key Responsibilities:
Labor Relations:
- Serve as the chief negotiator for collective bargaining agreements with the district's three labor unions.
- Develop and maintain positive relationships with union representatives.
- Handle grievances and disputes, ensuring fair and timely resolution in accordance with labor agreements.
- Ensure compliance with labor laws and regulations, providing guidance on labor relations issues to district administrators. Provide contract language and related cost information to the Superintendent and Board of School Directors.
Recruitment and Retention:
- Develop and implement effective recruitment strategies to attract and retain high-quality staff. Familiarity with Frontline and Interview Stream platforms preferred.
- Oversee the hiring process, including recruitment, job postings, screening, interviewing, and selection, compensation analysis, and onboarding.
- Responsible for the timely and accurate submission of action items for the personnel section of the School Board agenda.
- Assist the Superintendent, Assistant Superintendent for Elementary Education and the Assistant Superintendent for Secondary Education with staffing and the contract award process.
- Implement retention initiatives to maintain a stable and motivated workforce.
Employee Relations:
- Foster a positive work environment through effective communication and relationship-building.
- Address employee concerns and issues promptly and professionally.
- Conduct investigations into employee complaints and recommend appropriate actions.
- Implement employee recognition programs to boost morale and engagement.
Benefits Administration:
- Oversee the administration of employee benefits programs, including health insurance, retirement plans, and other benefits.
- Ensure compliance with benefits-related regulations and reporting requirements.
- Conduct regular reviews of benefits programs to ensure competitiveness and cost-effectiveness.
- Establish and direct the operation of cost effective and innovative benefit programs including, but not limited to, health and medical, disability, life, dental, retirement, prescription drug, employee assistance, unemployment, and worker’s compensation, etc.
- Conduct periodic research to determine the cost effectiveness of such programs and make recommendations to the Cabinet and Board of School Directors.
Compliance and Policy Development:
- Ensure district compliance with federal, state, PDE, and local employment laws and regulations.
- Develop, implement, and update HR policies and procedures.
- Provide training and support to district staff on HR policies and compliance matters.
- Prepare and maintain accurate HR records and reports.
- Responsible for the development and maintenance of position descriptions for all employees according to statutory provisions.
- Maintain accurate and updated confidential personnel records for all employees in accordance with generally accepted standards and in compliance with the requirements of state and federal regulatory agencies.
HR Strategy and Leadership:
- Collaborate with district leadership to align HR practices with the district's strategic goals.
- Provide HR expertise and guidance to school principals and other administrators.
- Lead HR team members, fostering professional development and growth.
- Monitor HR metrics and use data to inform decision-making and continuous improvement.
- Develop budget proposals for the human resource and benefits section of the district’s annual budget.
- Attend school board meetings and present reports on topics including, but not limited to, staff attendance, health care expenditures, and cost-effective benefit plan design.
- Perform such other tasks and assume other responsibilities as assigned by the Superintendent.
REQUIREMENTS:
- Master’s Degree in Human Resources, Business Administration, Education Administration, or a related field preferred.
- Minimum of 5-7 years of experience in human resources management, preferably in an educational setting.
- Proven experience in labor relations and collective bargaining.
- Strong knowledge of employment laws and regulations.
- Excellent communication, negotiation, and interpersonal skills.
- Demonstrated ability to build and maintain positive relationships with diverse stakeholders.
- Strong organizational and problem-solving skills.
- Ability to handle confidential and sensitive information with discretion.
- Certification in Human Resources (e.g., SHRM-SCP, SPHR) preferred.
