Position Description

Anne Arundel County Government is currently hiring for a full-time, permanent Senior Engineer position within the Engineering Division of the Office of Inspections and Permits. The Engineering Division is responsible for the review and approval of commercial and residential subdivisions, Preliminary Plans, Site Development Plans, grading permits, building permits, and major projects that support economic development.

The Senior Engineer position involves advanced or lead-level engineering work responsible for providing efficient, timely, and realistic solutions to complex engineering issues related to water and sewer, stormwater runoff, drainage, stormwater management, site infrastructure, and roads in a fast-paced environment. The employee is expected to perform a variety of civil engineering tasks independently and with minimal supervision. The employee is expected to provide technical engineering assistance to professional, technical, and office support staff engaged in the review of development plans and permit applications.

Excellent customer service skills, as well as strong verbal and written communication skills, are needed for routine communication with citizens, local organizations, staff, and internal and external customers.

Nature And Variety Of Work

Work involves responsibility for performing increasingly more difficult engineering duties associated with managing staff in the review of projects related to development applications of commercial and residential subdivisions, Preliminary Plans, Site Development Plans, grading permits, building permits, infrastructure (water, sewer, roads, storm drainage, and stormwater management).

Work involves the application of thorough engineering knowledge to ensure assigned projects are in compliance with applicable building and construction industry standards, Federal, State, and County codes relative to the area of assignment.

Work requires considerable contact with county agencies, officials, engineering consultants, community representatives, developers, contractors, and representatives for regulatory agencies for the purpose of presenting, explaining, and implementing various work projects.

Provides information and recommended course of action on potential impacts to the supervisory chain promptly, such that direction for corrective action can be provided. Makes quality written or oral presentations of project status to higher management, as required.

Provides technical engineering assistance as required within the area of expertise to supervisors, other project managers, and other County agencies. Reviews and comments with timely response to requests for input. Serves on ad hoc technical review committees and provides well-thought-out recommendations.

The scope of work impacts the quality of life in the county through the ability to plan, design, and construct the public infrastructure, which affects the County's growth and expansion of the tax base.

Work is performed within established policies and professional standards and is reviewed through conferences and reports for adherence to schedules and standards applicable to the assignment by the higher-level engineer or management official.

Examples Of Duties And Knowledge, Skills And Abilities

  • Manages the work of engineers in the review of utility, infrastructure, storm drainage plans, and water and sewer plans for permits and subdivisions.
  • Reviews stormwater management, storm drainage, and road plans for conformance to County, State, and Federal codes, standards, and regulations.
  • Reviews and manages the work of engineers involved in the review/approval of Preliminary and Site Development Plans.
  • Performs special duties associated with complex civil engineering/utilities issues, restoration projects, and coordinates with county and state agencies as needed.
  • Attends meetings, on-site field reviews, coordinates with inspectors, and makes recommendations to the Engineer Manager on the engineering, stormwater, and storm drainage issues and plans as necessary.
  • Coordinates with the Engineer Manager to develop and implement various automated information applications to track work activity.
  • Coordinates with the Engineer Manager in overseeing the work performed by reviewers in the Division.
  • Reviews subdivision plans and record plats.
  • Reviews grading and building permits.
  • Reviews cost estimates associated with Public Works Agreements and grading bonds.
  • Coordinates reviews with the Office of Planning and Zoning and Department of Public Works.
  • Meets with owners, consultants, developers, and outside agencies.
  • Ability to make effective presentations of technical engineering subjects to a variety of government officials, community groups, and citizens.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of stormwater management, site layout, Environmental Site Design/Low Impact Development methods and techniques.
  • Thorough knowledge of the design/review of land development projects for compliance with stormwater regulations. Ability to investigate and inspect stormwater management systems, facilities, and rehabilitation.
  • Knowledge of stormwater management and infrastructure code requirements and accepted practices.
  • Ability to provide technical guidance to less experienced professional engineers and technical support staff.
  • Ability to establish and maintain effective work relations with colleagues, developers, engineers, architects, contractors, inspectors, and the public.
  • Thorough knowledge and understanding of the inter-dependency between land use management issues and the required supporting infrastructure.
  • Ability to interpret technical designs, drawings, specifications, and contract documents.
  • Ability to operate a personal computer and use a variety of software applications.
  • Ability to communicate effectively both orally and in writing.
  • Ability to make effective presentations of technical engineering subjects to a variety of government officials, community groups, and citizens.
  • Ability to work effectively and equitably with people.

Minimum Qualifications

Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field

Expereince: Four (4) or more years of expereince technical experience in engineering, and a valid non-commercial Class C motor vehicle operator's license.

Note: For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement. An Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

Supplemental Qualifications

Preference will be given to applicants with the following:

  • Experience and familiarity with the design of residential, commercial, and industrial subdivisions, site and land development.
  • Experience with integrating the Maryland State Stormwater Management Regulations into development proposals, including the design of roads and storm drainage.
  • Proficiency using the following applications: TR-20, TR-55, HY-8, and/or HEC-RAS.
  • Expereince in designing public, private water and sewer plans, roads, and storm drain plans.
  • Excellent communication skills and experience interacting with the public, engineers, contractors, and inspectors.
